澎湖無籍船筏全台唯一制定規範 縣府納管筏載具皆能進出漁港

縣府農漁局長胡流宗表示，108年4月岸巡第七隊拜訪縣長賴峰偉時，曾表示本縣訂定「無籍船筏暫行管理辦法」因無法源依據，配合全國海防管理需要，將依規取締並移請航政機關查處。
胡流宗局長指出，由於本縣鄉親仰賴該等浮具從事親海活動者眾多，當下賴縣長即指示農漁局速邀相關單位謀策解決，以免影響鄉親生計與權益。為讓鄉親海上休閒浮具進出漁港順遂，農漁局聽取相關單位建議訂定「澎湖縣海上休閒用筏載具管理辦法」，並於108年12月30日公布施行。
又表示，縣長賴峰偉主動謀策，解決鄉親海上休閒浮具漁港進出問題，立意良善，卻仍有少數人不適應，孰不知該政策確是全台唯一制定規範辦法，且海洋委員會亦邀請農漁局專案說明，提供相關縣市政府制定類此規範依循。
感謝劉陳昭玲議長及議會政策指導，期間同時廣納鄉親建言滾動檢討符合大眾需求，並以交通部令頒「公共水域浮具安全使用及活動建議注意事項」為立法依據。籲請鄉親，凡是非屬航政機關管理之浮具，隨時可向農漁局提出申請納管檢查註冊，目前縣府納管807艘筏（載）具皆能順利進出漁港，權利變更亦不受影響。
他說，反觀台灣本島縣市針對該等浮具因無制定相關規範，不得泊港進出實有天壤之別；這要特別感謝航政機關的指導、岸巡單位政策宣導、縣府及鄉市公所等相關單位協力，以及本縣鄉親對縣府政策的配合，共同促成良善政策。
