首例「公益性跨區區段徵收」 高雄城中城將改建成公園

高雄城中城大火釀災，針對各界關心城中城大樓未來處置，市長陳其邁率市府團隊及三大公會召開記者會說明，城中城大樓經三大公會聯合鑑定為危樓須立即拆除，高市府將依法公告強制拆除，並提出「公益性跨區區段徵收」方案，將城中城街廓改建為公園。
陳其邁表示，城中城的產權相當複雜，土地及建物所有權人共388人，其中有地有房者106位佔27%，有地無房者11位佔3%，有房無地者高達271位佔70%，以「公益性跨區區段徵收」方式，讓無房無地者可優先安置於新建社宅、有房者可依重建造價領取救濟金，一坪11.4萬。領取救濟金後，如無房屋者，可入住社會住宅；而土地所有權人則可選擇領取現金或配地於七賢國中舊址，未來也可自行整合進行都更，最高可獲50%容積獎勵，以此解決產權問題，更保障相關權益人的居住權及財產權。
對於城中城憾事，陳其邁再次表達深切悲痛，他感謝三大公會以最快的時間提出城中城大樓鑑定報告，供市府擬定後續處置方案，這是高雄第一個「公益性跨區區段徵收」的提案，將城中城大樓原址變公園，不僅僅是增加一片綠地，更牽涉到老舊城區的再生，將周圍建築物牆面整維更新，賦予街廓新的再生意義；有關「公益性跨區區段徵收」的程序，市府將徵詢住民及相關權利人的意見，進行意願調查及公聽會，也要求專案社工以試算方式讓住民了解本身的權利，經過完整的調查後，再啟動相關重建程序。
高市府說明，為徹底解決城中城災後問題，市府提出「公益性跨區區段徵收」方案，以專案方式讓鹽埕環境再生且兼顧公益性，除城中城原址興建鄰里公園外，原址周邊相鄰建築物將一併進行牆面整維更新，由市府專案全額負擔，以展現鹽埕風貌再生；另規劃在相隔400公尺的七賢國中舊址臨市中路之街廓，做為公益性跨區區段徵收的抵價地配地，並與國家住都中心合作興建600戶社宅基地，優先供城中城無房屋所有權的住戶租住，新建社宅面臨幸福川而居，區位環境佳，且設置日照中心、青創共享空間等，以維持鄰里良好互動。
