為落實居住正義，高雄市長陳其邁宣布推動「囤房稅」，陳其邁強調，房屋是用來居住使用，不是用來投資、炒作的標的，未來在符合3原則「自住房屋須不受影響」、「落實居住正義」、「不造成房東轉嫁稅率或負擔給房客」下，推動「囤房稅」，以保障市民居住權益，兼顧租稅公平。
陳其邁表示，在囤房稅實施前，目前市府已透過興辦10,500戶社會住宅、包租代管、租金補貼及加強查核紅單炒作等機制，以增加住宅供給量或提供居住權，讓市民安居。市府統計高雄市應稅房屋大約106萬戶，屬非自住大約8.4萬戶，將於今年12月底前擬訂「高雄市房屋稅徵收自治條例」修正草案送議會審議，懇請議會支持。
另考量各縣市區域特性不同，市府將視本市實際情形，因地制宜規劃囤房稅適用稅率及戶數。此外，為避免課徵囤房稅會傷及無辜，對於公有房屋供住家使用、勞工宿舍、建商營建之房屋於待銷售期間等，予以排除適用並另訂其徵收率，以符外界期待。
