嘉義縣家畜疾病防治所日前接獲通報，中埔鄉中崙澐水溪附近幼犬遭人棄養，家畜所立即派員抵達現場，發現竟是5隻僅出生幾日且尚未開眼的幼犬；目前由家畜所救援安置並專人照顧，現已調閱路口監視器全力追查棄養人，將依動物保護法棄養規定最高開罰15萬。
報案人表示，昨晚聽到小狗嗷嗷叫聲，早上才發現住家前面圍牆被丟棄一窩小狗，因天氣寒冷原來5隻小狗，已有1隻死亡，令他忍不住大罵，棄養人太可惡！
家畜所表示，自中央106年零撲殺政策上路後，造成人犬生活環境衝突，後續更衍生環境衛生及公共安全問題，近年全國因遊蕩犬隻竄出導致交通事故所造成民眾傷亡案件頻傳，目前全國各地浪犬通報量暴增，浪犬數量多抓不勝抓。
不管是動保團體或公部門皆投入大量資源辦理絕育，但絕育速度比不上民眾棄養速度，導致流浪犬隻與人類生活衝突不斷，本次事件更突顯民眾對動保觀念嚴重不足。
依動保法規定，飼主未為寵物絕育依法可處5萬至25萬元罰鍰、未完成寵物登記可處3千到9千元罰鍰，如涉及棄養動物更可裁罰3萬元以上15萬元罰鍰；近來天氣漸冷山區溫度甚至更低，幼年動物更需保暖與照顧，在如此低溫天氣棄養幼犬簡直是不留活口，家畜所將全力調閱路口監視器追查嚴懲。
