海巡署艦隊分署透過風險管理會議要求基層海巡隊每週執行登檢，而且登記必須做成記錄備查；這個決議一出，馬上引起基層隊員反彈，認為澎湖冬季風浪大到9級、10級，批評長官不顧部屬生死，要求這些長官自己來跳船看看。
澎湖冬季一到，海上時常出現7級風浪，甚至可以達到10級。這種已經達到颱風程度的風浪，在澎湖已經成為日常，也是海巡隊在值勤時無法克服的難題；有大陸漁船就吃定海巡隊風浪大不會出海，刻意選在海象欠佳時越界作業。
海巡署為此要求基層需加強巡邏和登檢，尤其是「登檢每個禮拜至少得有1次」，還必須做成記錄，卻引起基層反彈，直說「別人的孩子死不完」；澎湖冬季颳起強風時，1個禮拜能出港1次都不容易了，長官只顧績效不顧部屬生命安全。
在地漁民也認為，海象欠佳還要強制登檢實在過頭了，認為海巡弟兄很辛苦，可是風浪不好，是有很高的危險性；雖然對岸漁船越界頻繁是事實，但這要透過兩岸協商還解決，不是一昧要求基層賣命。
艦隊分署長廖德成說，因應冬季風浪欠佳，大陸漁船又越界頻繁，除了要求所屬加強專案作為、值勤強度，艦隊分署也調派了2艘500噸以上大型艦艇進駐澎湖，以便進行海上查緝任務。
