臺澎海底電纜竣工啟用 陳雙全提議重啟能源公司

議會29日議員總質詢時，副議長陳雙全表示，臺澎海底電纜已經完成最後的鋪設工程，臺灣與澎湖可以進行雙向輸電，建議縣府重新規劃「全民入股澎湖能源公司」的可行性，讓沉寂多年的「澎湖能源公司」議題再搬上檯面；雖然縣長賴峰偉允諾會進行內部討論，但議長劉陳昭玲則認為應優先打造「澎湖低碳島」。
據了解，經濟部於100年推動「澎湖低碳島計畫」，並分5年實施，澎湖縣政府也宣布首創全民入股，成立「澎湖能源開發公司」，由縣府、臺灣汽電共生公司各出資25%（6,750萬元），中興電工機械公司出資20%（5,400萬元），澎湖縣民認股30%（8,100萬元）。
當時規劃在104年完成臺灣與澎湖間的161KV海底電纜供電，屆時澎湖開發風力發電，可以充分利用海纜功能獲得最高效益。
雖然澎湖能源公司願意提供124百萬瓦（MW）裝置容量，但因海底電纜未依時程完工，重要股東臺灣汽電共生公司資金未到位，民間入股資金也不踴躍，導致能源公司破局。
由於臺澎海底電纜終於完成最後的鋪設工程，使得「澎湖能源公司」議題再起，陳雙全建議賴峰偉重啟能源公司，賴也允諾將進行討論規劃，但劉陳昭玲則潑了冷水。
劉陳昭玲認為，澎湖目前尚未達到「低碳島」建設標準，只有海底電纜、風力發電機組等設施，如何透過能源公司為全民謀取福利？因此希望先落實澎湖低碳島的相關建設。
據悉，澎湖能源公司是前縣長王乾發時期所規劃，並發起全民入股，但因缺乏堅實的主客觀條件，導致無疾而終。
