國家融資機制誕生首宗聯貸案　台船環海取得先機

政府近年積極推動各項重大公共及綠能建設，行政院也進一步發起並推動國家融資保證機制的實現，在政府長久以來對本土離岸風電產業的重視與扶植下，台船環海風電工程公司以及第一商業銀行共同宣布已達成首宗透過國家融資保證機制誕生之聯貸案，這也是台灣第一家在機制下取得聯貸之離岸風電海事工程服務公司，貸款規模為2,990萬歐元，由台船環海公司與主辦銀行第一銀行以及其他六家參貸銀行攜手合作，順利為執行中能離岸風場水下基礎運輸與安裝一案取得工程融資。

台船環海與第一銀行特別假第一銀行總行大樓舉行簽約儀式，典禮簡單而隆重，由第一銀行總經理鄭美玲以及台船環海公司董事長鄭文隆共同主持，現場除了主辦銀行第一銀行，另有兆豐、華南、土銀、合庫、彰銀及台企銀等六家參貸銀行代表出席，共同見證台灣離岸風電產業融資在地化的珍貴時刻。

國家融資保證機制成立之初衷，系政府針對國家重大經濟發展項目提供保證，以促進產業融資計劃之成案與成功，不但將國內專業金融服務推向更高層次，重大經濟建設如綠能建設也能獲得更豐沛的資金支持，本土產業得以順利發展。台船環海公司提供台灣離岸風場專業的海事工程服務，除了積極培育在地技術及能量，有了此次的融資保證建立及聯貸達成，更有信心持續邁進，在政府能源轉型的過程中全力以赴。

台船環海鄭文隆董事長在典禮中表示，國家融資保證機制的誕生，對於台船環海這樣自本土生根茁壯的企業而言，實有莫大的助益和意義，感謝政府能重視本土企業的需求和對產業的扶植。謝謝本次主辦行第一銀行及各參貸銀行，也感謝國發會和輸出入銀行的協助，讓產業可以順利邁向金融永續，使我們未來在承接工程案中能無後顧之憂。

中能離岸風場是由中鋼公司與哥本哈根基礎建設基金CIP共同開發，位於彰化外海約19公里處，併網容量為300MW，是政府離岸風電第二階段產業在地化項目之一，台船環海所承攬之工程項目將為其建置31座離岸風場水下基礎，該風場預計於民國113年前將完成併網作業。
