南市府產業園區開發 在地居民持正面態度看待

台南市議會財經委員會今(21)日邀請地方意見領袖與居民，前往歸仁綠能園區實地現堪，並聽取當地民眾意見，台南市大武崙綠能園區促進會理事長黃順記與大潭、武東、沙崙、中洲等里長及多位里民都到場，表達對園區開發的正面支持，但也要求市府必須依現場發現及文獻蒐集隻保育類物種習性研擬生態保育策略，研擬棲地復育及棲地補償等對策，並針對現有造林環境，規劃保留部分喬木，新增誘鳥誘蝶樹種數量，營造生態棲地。
黃順記說，地方長期以來持續關心高鐵一帶周邊的發展，綠能園區開發位於社區內，地方表達歡迎態度，他說目前市府已開發綠能科學城，而生產綠能等相關周邊產業也該就近發展，才能提升在地的就業與地方經濟發展的機會，使在地的青年能夠不再北漂外出就業，且能在家照顧雙親。
經發局長陳凱凌指出，「綠能產業園區」預計提供近53公頃產業用地，將吸引約新台幣110億元投資額，每年可帶來約220億元產值，並創造產業人口數約6,000人，日前由環保署召開環評專案小組初審會議中，環評委員提出應考量園區之基地特性、生態策略及園區喬木等因素降低園區開發規模等改善建議，市府會以提高產業環保等級、產業別限制及完備的移補植計畫等措施，讓產業發展及地方生態都能取得雙贏。
經發局表示，園區保護生態以「迴避」、「縮小」、「減輕」、「補償」之原則作生態檢核，根據生態調查報告顯示，綠能產業園區用地原開發範圍內的喬木中，並無「臺南市珍貴樹木保護自治條例」列管之珍貴樹木，考量樹木移植存活率與園區內後續造林等因素，將優先選擇樹形強健、無病蟲害的原生種樹，與非原生種樹之喬木優先移值。
移植部分，預計將規劃於基地內移植保存50%，用於園區隔離綠帶、綠地、道路、停車場等景觀綠化，進駐廠商廠房用地景觀綠化亦配合選用，其餘50%將移植至市府開發中的產業園區或公共工程等優先使用，並承諾存活率達80%，若低於80%部分則另補植。
