日治時期地籍圖已不符現需 高市府辦理地籍圖重測

臺灣經濟成長，土地價值水漲船高，對地籍圖精確度之要求也日益增加，日治時期地籍圖因年代久遠，不僅紙圖伸縮、破損嚴重，且當時的製圖精度已不符現代需求；又數十年來，土地因人為或天然地形變遷，界址與原地籍不符，容易發生界址爭議，因此需辦理地籍圖重測。
高雄市政府地政局110年度地籍圖重測區面積共計2,310公頃，筆數11,150筆，相關地籍圖重測成果自今(110)年11月3日起至12月3日止公告30日，公告期間土地所有權人若有異議，得於公告期間內，向轄管地政事務所繳納複丈費申請異議複丈。公告期滿無異議者即屬確定，依法辦理土地標示變更登記，並以書面通知土地所有權人換領土地所有權狀。
局長陳冠福表示，地籍圖重測係依據土地法第46條之1至之3及其執行要點暨地籍測量實施規則第184條等相關法令規定辦理；而重測時重新編定段界、地號，並以衛星定位接收儀及電子測距經緯儀等高科技設備測量，除提升測量精度外，亦解決地號雜亂無章之現象以方便地籍管理，同時會將重測範圍內都市計畫樁位，一併清理、補建並予以聯測，使地籍圖與都市計畫圖一致，便利都市計畫規劃、土地開發建設的進行。因此隨科技設備進步及重測技術發展純熟，辦理地籍圖重測對地籍釐整，健全地籍管理、減少土地界址紛爭、確保公私有產權、保障民眾、提升服務品質及政府公信力等均具顯著效益。

110年辦理地區分別為美濃區金瓜寮段及美濃段一小段；燕巢區深水段及湖子內段；梓官區茄苳坑段及頂蚵子寮段一小段；岡山區石螺潭段及白米段；內門區東勢埔段；阿蓮區土庫段一小段、崗山營段一小段及崗山營段二小段；路竹區三爺埤段；田寮區狗氳氤段及牛稠埔段等8區15段。另本市111年度地籍圖重測預計辦理地區計有：六龜區新威段；燕巢區深水段及尖山段；岡山區陀子段；內門區溝坪段；田寮區狗氳氤段；湖內區大湖段一小段、圍子內段、圍子內段一小段及圍子內段二小段；茄萣區頂茄萣段二小段及崎漏段一小段等7區12段，已陸續辦理前期作業中。
土地所有權人接到地籍圖重測結果通知書後，如對重測結果有疑義者，可於前述公告期間內攜帶通知書、身分證明文件等向土地所轄地政事務所閱覽重測後之地籍公告圖及重測結果表、冊。而對地籍圖重測公告事宜倘有不明瞭之處，歡迎與各轄管地政事務所聯絡，本局各地政事務所將竭誠為您服務。另為便利服務民眾，土地所有權人亦可至本局土地開發處及各地政事務所網站或內政部國土測繪中心網站閱覽地籍圖重測成果，以免舟車勞頓。
