遏止人為炒作房價 高市府聯合稽查預售建案

為確實掌握預售屋市場資訊並維護不動產市場交易秩序，高雄市政府地政局繼10月8、12、13日與11月4、5、8日共6天加強預售屋稽查之後，再於11月15、16日2天持續啟動預售屋聯合稽查小組，攜手市府消保官、工務局及南區國稅局至本市新建案預售屋銷售現場聯合稽查。
市長陳其邁為遏止人為炒作房價，強力要求地政局、行國處消保官等相關單位，持續加強針對預售屋交易紅單或有無涉及不當銷售手法辦理聯合稽查，確保房市公平合理的交易秩序，以保障市民消費權益。
地政局局長陳冠福亦表示，前2次聯合稽查中，已發現有建案使用之購屋預約單上所約定事項違反法規、代銷業者未備查委託代銷契約及分設營業處所，以及業者的銷售中心未申請建築許可或變更使用等缺失，其中就購屋預約單違反平均地權條例第47條之3規定註記有約定保留出售等情形，已依法按戶(棟)處新臺幣15萬元以上100萬元以下罰鍰，就委託代銷契約未報請備查部分，處新臺幣3萬元以上15萬元以下罰鍰，至涉及違反建管法規部分，則已依規定移請權管單位處理。
統計110年7月1日預售屋新制施行後，高雄市政府業已稽查19個建案，陳局長特別提醒業者，為了保障消費者權益，對預售屋交易熱區或疑似不當炒作、不當銷售手法之預售屋銷售建案，仍會持續列為加強辦理稽查的重點工作，此外，就聯合稽查之結果，地政局陸續公佈於網站不動產交易專區供民眾參閱，業者切勿心存僥倖，銷售預售屋應確實遵守法令規定，以免受罰。
陳其邁再次呼籲，民眾購買預售屋千萬別心急簽約，又業者於銷售前應辦竣資訊及契約書備查，民眾購買前可先於內政部不動產交易實價查詢服務網上蒐集建案相關資料及預先審閱預售屋買賣契約；另外，市府消保官表示，一經查獲業者有違反公平交易法情事，將移送行政院公平交易委員會調查處分；市民朋友若有購屋消費爭議，可撥打1950消費者服務專線諮詢與申訴，市府會有專人竭誠為民服務。
