美國眾議院議長裴洛西率團旋風訪台，今（3）日上午先拜會立法院，與副院長蔡其昌、朝野四大黨團會面後，立即前往總統府會見蔡英文總統，接受大綬卿雲勳章頒贈與會談，結束後並舉行媒體互動會，接受美、日、台媒體詢問；中午在台北賓館參加歡迎午宴，下午將參訪位於新北市新店景美的國家人權紀念館，與數位人權工作者討論中國人權相關議題，並於5時搭乘專機離台。

蔡英文上午在總統府接見美國聯邦眾議院議長裴洛西率領的訪問團，並頒授裴洛西「特種大綬卿雲勳章」，蔡英文致詞時讚揚裴洛西一直以來對捍衛民主及人權自由的努力，並表達對她長久支持台灣的感謝；裴洛西則稱讚勳章非常漂亮，但這份榮譽屬於所有議院成員，她同時大讚台灣是「韌性之島」，並強調依據43年前通過的台灣關係法，維護台美關係，「我們不會背棄對台灣的承諾！」

蔡英文說，裴洛西議長和台灣有很深淵源，1999年10月就曾訪問台灣，當時還特別關心921震災後續，此後20年台灣走出921陰影而且重建，也克服各項挑戰，她持續關心台灣民主發展，支持台灣國際參與，她要表達最誠摯的感謝。
