台南前議員夫妻詐領助理費百萬 認罪繳回所得獲緩刑

現任台南市農會理事長梁順發在擔任台南市第1、2屆議員期間，與妻子王榆羚涉嫌以王姓男子、張姓女子為人頭，向市議會詐領助理費104萬餘元，另外在其楊姓助理服刑期間，虛報楊男妻子為助理，又詐領助理費21萬元，梁順發與妻子均認罪並繳回犯罪所得，近年來又捐款100多萬元，台南地院5日上午宣判，梁有期徒刑2年、褫奪公權1年，緩刑2年。

梁順發從政30多年，是民進黨老將，歷任安定鄉公所代表會主席、3屆台南縣議員，合併後又選上第1、2屆市議員，去年轉換跑道選上台南市農會理事長，沒多久就被控涉及詐領助理費事件。
檢警調查，梁與王姓妻子在2010年12月25日起至2018年12月24日止這段期間，梁順發指示不知情助理，先後聘用王男、張女為公費助理，向台南市議會提報申領第1、2屆每月公費助理補助費、春節慰勞金等，共計詐取第1、2屆助理薪資104萬4千858元；另外在楊姓助理入監期間，又虛報楊妻為助理、詐領助理費21萬元。
台南地院合議庭認為梁及妻子素行尚佳，經通知到案後即坦承犯行，並繳回犯罪所得，堪認犯後態度良好，且梁順發在2009年間起至2020年間捐款金額達100多萬元，所以判處緩刑2年，並令梁及妻子應於本判決確定日起6個月內，各支付公庫5萬、2萬元。
