《台南議員圖鑑》台灣基進李宗霖捲土重來 自許「議會改革前鋒」

台灣基進台南市東區市議員候選人李宗霖，2018年初試啼聲參選市議員，一舉拿下6703票，離當選僅差500多票，是「落選最高票」。這次捲土重來，他不僅力拚自己的選情，更率領4名同黨候選人闡述「城市監工、議會改革」理念。李宗霖說，議員行為、助理工作都需要立法規範，進入議會後將推動《台南市議員行為自治條例》，根除曠職成性、侵吞人民稅金的米蟲議員。
35歲的李宗霖自稱「東區土芒果」，從小在台南市東區成長，一路從崇學國小、復興國中、台南一中，念到成功大學，求學過程沒有離開過東區。投入政治工作，除了期許自己能改革政治陋習，也能把多年來的專業奉獻給東區，讓東區成為安居樂業的典範。

李宗霖這次訴求「城市監工、議會改革」，他說，近10多年來，台南市有57名議員涉嫌詐領助理費，總金額7000多萬。部分議員假公濟私，要公費助理做私人家管的事，非常惡質。議員行為、助理工作都需要立法規範，台灣基進堅決主張，議員準時開會、收支及出國考察透明化，助理工作專職化、透明化。
李宗霖主張推動《議會助理聘用自治條例》，助理名單由議員提報，經議會審核通過，直接由議會聘任，薪資也由議會會計室直接入帳。議員應迴避配偶及三親等以內為專任助理、兼任助理及臨時工，聘僱六等親以內親人，應經議會及廉政單位審核後方可任用。
李宗霖主張「規範助理工作性質」，區分為法案研究、政策分析、地方陳情、預算審核、行政事務等類型，各類型助理的考核及薪資待遇應比照公務人員，不可挪為他用；他也將推動議會助理組織工會，保障薪資待。由工會調查、核實市議員的助理是否為人頭，核實之後議會才可核撥助理費。工會也能保障助理勞權，免受市議員剝削，導致議會助理淪為市議員的私人助理。
李宗霖說，部分議員開會遲到、早退、缺席，卻照領出席費？不提案、不質詢，照領研究費？出國考察交出空洞報告，照領考察費？會議上胡亂發言、放肆表演，照樣當選？主因是議員無人監督，離譜行為沒有罰則可約束，議員不提案制定行為自治條例，議員行為永遠不受約束。
李宗霖曾看過議員出席率低，市府官員空等議員，簽到人數是現場人數兩倍的荒謬狀況，因為只要簽名，每次就可以領2450元出席費，而且是合法詐領，台南市議會平均一年就要花掉3000多萬元出席費。他認為解決方法是就是推動《台南市議員行為自治條例》，以及議會收支細目和議事流程透明化。
李宗霖表示，《台南市議員行為自治條例》對議員行為設下法律規範，法定議期缺席、遲到、早退，情節輕者予以警告，並扣除出席費或福利津貼。情節重大者停職半年。若多次會期出席不佳者，應負起政治責任自行辭職，並廢除其研究費，以此根除曠職成性、侵吞人民稅金的米蟲議員！
