近期台南市亂象不斷，從88槍案、爐渣案、經發局長陳凱凌涉貪再到黑道黑金介入正副議長選舉，這一系列「魔幻」的亂象，儼然讓台南成為「魔都」。台南市議員同時也是無黨團結聯盟新任總召陳昆和也在日前質疑：我們的黃偉哲市長扮演什麼角色呢？台南到底還有沒有市長？請大家協尋黃偉哲！
台南市正副議長賄聲賄影，議長邱莉莉、副議長林志展等8名被告分別以10萬元至50萬元交保，現在更傳出議長邱莉莉在交保後失聯，而這次正副議長涉賄案中的關鍵人物南市區漁會理事長林士傑則未到案，方已開出拘票要拘提，呼籲林儘速投案。新科台南市議員林依婷說：父親上週去登山五、六天，目前聯繫不上他。今日上午林士傑也遭拘提到案。

這一連串的亂象讓陳昆和不禁要問：「市長您身為督導小組召集人，您都不知道嗎？還是明知，故意放任？」他再更進一步指出：「郭再欽，黃偉哲市長您不認識嗎？郭再欽不是您黃偉哲兩次競選市長的輔選要角，還是您支持的民進黨中執委，除了扮演您與中央溝通的角色，更是此次民進黨議長選舉的重要操盤手，在您的團隊中，有舉足輕重的地位，郭再欽您會不熟嗎？」
陳昆和問：「市長您身為督導小組召集人，您都不知道嗎？還是明知，故意放任？」
陳昆和也強調，黃市長究竟跟兩個禮拜被搜索兩次的光電大樓有何關係？有沒有常常在這裡出入？這麼剛好，黃市長身邊兩名被羈押的大將與50萬交保的議長都住在這一棟大樓，黃市長會什麼事都不知道嗎？陳昆和認為，原本可以阻擋的事，為什麼黃市長總是雙手一攤，說沒辦法，任憑黑金、黑道讓台南人蒙羞。「報告黃偉哲市長，您的無能已經讓台南人沒有光榮感了。」
