高市府加速輔導老舊社區自力更新 設4處區域型都更工作站協助社區成立更新會

高市府盤點全市，提出重建需求社區超過10處，為加速輔導老舊社區自力更新，繼110年成立高雄車站東區及中興社區兩處都市更新工作站，預計111年於河濱及慈愛社區再設置2處區域型工作站，市府委託輔導團隊組成15人建築師團隊，投入人力、分組進駐有意願重建的社區，專業協助籌組更新會。
都發局長吳文彥表示，有意願重建的社區，市府一定全力協助；各社區條件不一，必須對症下藥找出解方，市府推出「588輔導專案」，首要就是促成50%的所有權人同意成立更新會，透過這個具公信力的法人組織，社區才能邁開自力更新的第一步。
吳局長表示「萬事起頭難」，市府為協助發起人，派駐專業團隊就近設置工作站、協助社區籌組更新會，收集申請意願書並促成會員大會的召開，未來更新會創設成功，工作站亦可直接轉型成為更新會會址，作為社區專屬的重建基地，更新會成立過程就是發起人可貴合作經驗的累積，會讓未來更新過程更為有組織有效率的進行。
都發局進一步說明，目前重點協助的社區皆大有進展；民族社區已協助釐清一宗使照可否切分重建問題，全區可劃分16個街廓分別重建，已有2個街廓開始發起收集同意書；中興社區成功找出20位所有權人願意發起，後續將協助發起人切分兩更新單元；河濱社區已於去年5月成立更新會，為避免海砂屋問題造成重大災害，市府11月迅行劃定更新地區，降低更新門檻，並與社區達成朝三階段重建進程邁進的共識。
輔導團隊-高雄市建築學會廖慧萍執行長表示，屋齡老舊社區都更初期會有少數所有權人期待重建、建商想要進場整合等訊息出現，但彼此沒有互信基礎，缺乏整合力量出現，如加上開發條件不理想，想要更新勢必相當困難，都市更新重建是透過引資，以權利變換將老宅舊換新，期間涉及複雜的財產權價值轉換，都市更新要能成功最重要的是公信及互助，有意願社區可朝都市更新條例27條透過土地及合法建築物所有權人成立法人組織，由選出的理監事辦理更新事務，再透過定期會員大會議決更新事業計劃。
都發局表示，工作站非僅服務所在單一社區，高雄車站東區工作站每周三下午2點和周六上午9點半，中興社區工作站每周六下午2點，下周起歡迎有更新相關疑問需要諮詢的民眾前往洽詢，目前河濱及慈愛社區工作站也正積極籌備中，輔導團隊亦提供服務專線，可電洽07-7405980邱秘書諮詢都更相關疑難雜症。
