對小英總統陳情遭警架走受傷 男子不滿檢察官不公按鈴控告瀆職
台南市退警聯誼會理事長莫伯強，2021年3月13日在台南市棒球場欲向蔡英文總統陳情時，遭台南市六分局長陳錦文等人強行架離受傷，莫男向台南地檢署提告，檢察官廖羽羚卻裁以不起訴處分，莫男認為檢察官有違法偏頗辦案瀆職情事，17日下午前往台南地檢署狀告廖檢察官涉嫌瀆職，全案由南檢受理偵辦中。
莫伯強指出，他當時是因遭屏東警檢迫害判刑，而前往台南市棒球場向蔡英文總統陳情申冤時，遭台南市警六分局警方強行架離受傷，他是一個人孤軍前往陳情，手上只拿了一封陳情書，整個陳情過程都是靜止站在路邊行為，而被警察層層包圍，六分局大林所長，涉嫌由後偷襲把他由腰抱起來向地上摔下去，使他腰部受傷坐在地上爬不起來，再有方姓組長，故意用頭上的帽子去磨他的頭，然後警告他說已經觸碰削到他的帽沿，要逮捕他，然後向六分局長陳錦文報告以後，就把他從健康路棒球場紅磚騎樓地上，將他這位70歲的老頭子，強行扯地拖行50公尺，將他丟在台南水都游泳池門口地上，使他再度遭受傷害，全身受傷瘀青，褲子拉破，鞋子在地上拖破，讓他身心受到極大傷害委屈。

莫男說，事後向台南地檢署提告，檢察官廖羽羚拖了8個月，卻裁定不起訴處分，在不起訴處分書上，他發現承辦檢察官有違法偏頗辦案瀆職的情事，原因是告訴人沒有提供遭打的錄影帶，檢察官沒有看到，罪證不足下裁以不起訴處分，
莫男說，他僅獨自1人陳情，竟被強行架離受傷，卻因無法舉證如何遭警方傷害，他為求正義公理，17日下午3時許前往台南地檢署按鈴申告，控告廖檢察官觸犯刑法第125條第3項第2款犯瀆職罪嫌，要求司法還他一個公道。
據了解，莫伯強係前台南市警局刑事小隊長退休，因不滿軍公教人員權益受損而成立台南市退警聯誼會，投入爭取軍公教權益的陳抗活動。
