針對日前社會關心高雄房價的議題，陳其邁市長出席國家住都中心三民區明仁好室社會住宅動土典禮時表示，推動居住正義要有多元配套的政策工具，所以市府經過討論之後，提出「住：全力興建社會住宅」、「租：擴大青年租金補貼」、「買：市民首購低利貸款」、「課：課徵囤房稅」四個管道的政策同時推動。陳市長特別強調，課徵囤房稅的新增稅收預估將有3億元，將全部作為補貼擴大青年租金的財源，宣示高雄進行產業轉型，也要兼顧青年居住權益。
陳其邁表示，推動產業轉型和落實居住正義，這兩項工作市府都責無旁貸。首先，高市府已和國家住都中心合作推動1萬戶社會住宅，並已陸續動土興建，預計3～4年後即可完工營運；其次市府將運用囤房稅增加之稅收，用於擴大青年租金補貼，減輕初入社會及育兒家庭的租屋負擔；再則對於有購屋計畫的青年朋友，市府請高雄銀行提供貸款期間最長40年、利率最低1.31%起的房屋首購低利貸款；最後，市府已預告修正「高雄市房屋稅徵收自治條例第四條、第十三條」（即「囤房稅」機制），針對本市非自住用房屋按差別稅率課徵房屋稅。
都市發展局吳文彥局長分析，高雄市幅員廣闊，家住郊區的年輕人到市區工作，往往需要就近在市區租屋，但現行內政部每年開辦的租金補貼，補貼資格限同戶籍親屬無自有住宅，如與持有住宅的父母同戶但在外租屋者即不符合規定；另外，家戶每人每月平均所得限額為最低生活費2.5倍（33,353元），因條件較為嚴格，估計本市有租屋需求的青年族群約僅有30%受惠。
因此，市府決定擴大放寬申請租金補貼的資格條件，只要設籍高雄市的青年家庭，家戶每人每月平均所得限額，由最低生活費的2.5倍提高到3倍（40,023元）、且只要申請人、配偶與戶內小孩在高雄市無自有住宅並有租屋事實即可申請。例如老家在甲仙區但因工作租屋在三民區，雖與父母同戶也能提出申請；預計放寬後可擴大照顧約10,000戶。
吳文彥表示，擴大青年租金補貼，補貼金額分成單身、已婚家庭及育兒家庭3個級距，每月分別補貼2,000、3,200及3,400元，預計補貼12期；受理審核會秉持青年優先、市民優先及弱勢優先三大原則，給予青年及育有子女家庭的評分比重，以鼓勵青年結婚育兒及外縣市青年移居高雄，為高雄增加人口。所需經費俟「高雄市房屋稅徵收自治條例」修正通過後併同內政部租金補貼申請時間實施，相關要點亦將於實施前公告。
