美國總統拜登28日告訴記者，計畫「近期」調派美軍到東歐與北約國家，但烏克蘭總統澤倫斯基同一天淡化俄方的威脅，並指英美兩國自基輔撤出非必要外交人員是「錯的」，還抱怨炒作戰爭引發恐慌。
俄羅斯在烏克蘭邊界集結十多萬兵力，揮軍入侵似乎迫在眉睫，美國總統拜登28日更告訴記者，計畫「近期」調派美軍到東歐與北約國家，但烏克蘭總統澤倫斯基同一天卻淡化俄方的威脅，並指英美兩國自基輔撤出非必要外交人員是「錯的」，還抱怨炒作戰爭引發恐慌。
據報導，澤倫斯基舉行外國媒體機構簡報會時，自稱完全意識到俄羅斯大軍聚集在烏克蘭邊境所帶來的危險，卻似乎不同意拜登政府提出俄羅斯「顯然可能」（distinctly possible）2月發動攻擊的慘淡評估，也不接受烏國政府拒絕承認現實的說法。
據報導，有評論員上推特發文，將澤倫斯基政府應對俄羅斯威脅的態度跟網飛電影《千萬別抬頭》（ Don’t Look Up）相提並論。澤倫斯基在簡報會也提到，管理國家就如《千萬別抬頭》，「我們正在抬頭，我們確實了解正在發生什麼事情，但我們已處於這種情況有8年了，我們不該只抬頭，還要望向陸地」，並指烏克蘭可能失去經濟。
澤倫斯基指出，俄羅斯的威脅持續不斷，「我們無法說戰爭將在明天或2月底發生。是，不幸的是，這可能發生，但你們必須在日常的基礎上感受脈動」。
據報導，澤倫斯基還說，「我們街上有戰車嗎？沒有啊」，又稱媒體炒作新聞正導致金融界的恐慌，傷害烏克蘭人的「錢包」與耗盡烏國黃金準備與外匯。
當記者問到，英國政府在撤出部分外交官上是否犯下一個錯誤時，澤倫斯基答稱「是的，在這些情況下，每一個人都不可或缺」，又提到馬里烏波爾（Mariupol）跟烏東分離分子的前線相鄰，但希臘位於當地的領事館仍維持開放，「你可以聽到火砲發射，希臘人就沒有撤出任何人，船長不應該離開船舶，我不覺得我們這裡有艘鐵達尼號」。
澤倫斯基表示，俄方最近的大軍集結沒有比2021年春季「更為緊張」，「如果你們看著衛星照片，就會見到部隊增加。你無法評估這是否是威脅、攻擊或簡單的輪調」，並稱莫斯科在重大外交談判前增派兵力，「這是心理作用，他們想裝作他們在那裡，他們正試圖增加心理壓力」。
