獻身台灣早療教育 甘惠忠神父學甲故居掛牌

取得台灣身分證的神父甘惠忠畢生奉獻早療教育，他在2020年過世，為了表彰他對台灣這片土地的貢獻與熱愛，台南市政府將甘神父列為歷史名人，他在學甲的住所伯利恆早療融合教育中心，也成為南市第30處名人故居，台南市長黃偉哲今天親手將紀念牌掛上，未來市府將秉持甘神父精神，繼續他未竟事業。

黃偉哲表示，甘惠忠神父出身美國紐約，卻是台灣啟智教育先驅，長期投入智能不足兒童早療教育工作，將專業、智慧及青春付出在這片土地上，不管是對台南或台灣的啟智教育與社會福利事業，都有極大貢獻，也將永留所有台灣人心中。
南市府文化局資料指出，甘惠忠神父列名宗教類歷史名人，1963年來台後深入山區傳教，他發現身心障礙者及發展遲緩兒童，資源不足及民風保守，往往缺乏教育機會，使他毅然決然投入智能不足兒童早療教育工作。

1976年甘神父接任台南市瑞復益智中心主任，瑞復成為台灣最早的心智障礙兒日間托育機構，甘惠忠也是「中華民國啟智協會」首任理事長，1988年神父在玉井創立「德蘭啟智中心」，是南縣第一所專為遲緩兒及身心障礙者服務的日間托育中心。1997年在學甲創立「伯利恆文教基金會」，專為原縣境內6歲以下，有發展遲緩的嬰幼兒及其家人服務。
甘神父提倡的「早期療育」和「融合教育」，近年來已成為台灣特殊兒童福利服務的一大主流， 2005年榮獲第3屆「早療棕櫚獎」、2007年獲頒第7屆國家公益獎、2012年獲頒中華民國第22屆醫療奉獻獎，為第一位非醫療背景得獎的外國神父。

2014、2015年他分別獲頒台南市榮譽市民、紫色大綬景星勳章、2017年取得中華民國國民身分證，成為「國籍法」修正通過後的第1人，甘神父一心想當「真正的台灣人」的願望，至此終於實現，後來甘神父因健康緣故返美休養，2020年蒙主寵召，結束他為愛奉獻的一生，伯利恆早療融合教育中心也整理神父在台寢室，收藏並展示他生前遺留的文物，其中還有他嬰兒時期的照片，相當珍貴，目前採預約參觀。

文化局指出，台南市目前共列234位歷史名人，分藝術、文學、學術教育、政治、醫療、經濟、宗教、技術等8大類，並逐年於名人故居設置紀念牌，並建置台南市歷史名人資料網頁，也在市圖新總館設置台南名人堂，將記憶與故事傳承下去。
