黃偉哲宣布南市明年加碼長者健保福利金 綠營黨團齊背書

六都中台南市是唯一老人健保費零補助的城市，無論在市政或年底選戰上都引發話題，台南市長黃偉哲14日也做出重大宣布，他表示在兼顧財政穩健及建設所需下，同時照顧長輩福利，明年起將補助老人健保費福利，65歲到79歲為3000元、80到89歲為4500元、90到99歲為1萬2000元，百歲以上則補助2萬元，為此增加14億元預算支出，且112年度南市府總預算已經送議會審查；此做法與新北市類似，個人補助金額更高，民進黨黨團多位民代也到場支持，替政策背書。

黃偉哲指出，台南市目前65歲以上長輩有32萬7000人，明年度將增加到近35萬人，平均每年增加1.2萬到1.5萬人，在衡量地方需要建設、老人需要福利的狀況下，制定政策撥出14億元預算來照顧長輩福利；民進黨黨團總召劉米山表示，黨團將全力支持黃市長的決定，其他建設要顧、福利還是要優先。

黃偉哲表示，重陽敬老金沒有排富，65歲以上長輩可領1000元，若此政策通過施行，明年開始除了原有重陽敬老金，還依年齡級距，可增加3000元到2萬元不等的補助，以每月826健保費計算，每年約9900元，依補助金額計算，明年起90歲以上的長輩將可免繳健保費。
隨著年底九合一選舉逼近，包括國民黨台南市長參選人謝龍介、無黨籍許忠信在政策面上，都提到六都中只有台南沒補助65歲以上老人健保費，謝龍介更承諾如當選，長輩每月將不用再繳826元健保費；加上國民黨市議員蔡育輝等人長期要求補助老人健保費，連民進黨議員質詢時也要求編列預算，讓市府備感壓力。

台南市政府今天做出宣布，終於端出老人健保費福利政策，多位綠營黨團成員到場背書，在場有媒體問到，藍營黨團目標是全額補助，接下來審查預算時如遇杯葛，黃偉哲回應，全額補助當然是目標，但希望推動的福利政策能夠全面性，不只是針對老人而已。
