臺南市新型菸品危害防制自治條例7月8日生效

為保護本市兒童、青少年健康，免於菸品所害，台南市致力於「臺南市新型菸品危害防制自治條例」的立法推動，終於在111年7月6日公布，7月8日正式生效。自治條例規定台南市全面禁止製造、輸入、販賣、展示、廣告、促銷或贊助電子煙、加熱菸等新型態菸品，違者最高可處新臺幣10萬元罰鍰；另於禁菸場所使用電子煙或加熱菸等新型菸品，最高可處新臺幣1萬元罰鍰。
為推動自治條例立法，臺南市政府衛生局於111年3月31日、4月1日辦理公聽會聽取各界意見，也邀請電子煙業者參加，並在條例生效前，向轄內21間電子煙實體店面進行輔導、宣導，提醒業者條例於7月8日生效，電子煙、加熱煙及其零組件皆納入管制，未來稽查時若有違法情事，將依條例規定依法開罰，提醒業者、民眾切勿觸法。

根據衛生福利部調查，市面上近八成的電子煙液含有成隱性的尼古丁，且電子煙外觀造型新潮、口味多穎，容易吸引青少年吸食嘗試，使大腦神經系統受到尼古丁的危害，尤其是發育中的青少年影響更甚；臺南市新型菸品危害防制自治條例的公布施行，將來不再面臨吸食電子煙而無法可管的狀態，可更有效的保護青少年。
臺南市政府衛生局呼籲，不管是傳統紙菸或是新型菸品，都會對身體造成危害，更有致癌的可能，拒絕菸品遠離菸品才是健康之道。提醒有吸菸的民眾，電子煙無法幫戒菸，想戒菸應尋求正規的管道，可撥打戒菸專線0800-636-363，由專業人員協助戒菸、遠離菸害。
