中部萬安演習26日人車疏散管制 違規最高罰15萬

今年中部地區軍民聯合防空(萬安45號)演習，訂於7月26日(星期二)13時30分至14時實施，歷時30分鐘。嘉義縣警局呼籲，演習期間民眾務必遵守警察、憲兵、民防人員指揮管制疏散避難，若不聽勸導將依民防法第25條規定，處以3萬元以上15 萬元以下罰鍰。

嘉義縣政府表示，111年中部地區軍民聯合防空 (萬安45號)演習，空襲緊急警報發放起至解除警報發放止，將實施交通管制及人車疏散避難作為。演習警報發放後，人、車一律就地避難，商店及家居民眾應即暫停營業、關閉門窗及熄滅燈火電源，迅速進入自備地下室或指定之避難室避難；街道行人，請依警察、憲兵及民防人員指引迅速進入附近之避難所；郊區行人，請即選擇隱蔽或較安全之場所躲避；另各公、民營工廠照常營運，但須關閉門窗及實施人員管制。

演習時，高鐵及臺鐵各班次列車正常行駛，國內各機場、港口停泊之機、船均照常起降、靠離與行駛，惟下車（機、船）旅客及接送親友應立即接受警察、憲兵、民防及站務人員引導實施疏散避難；演習地區內高速公路及快速公路交流道實施管制，准下不准上，行駛於高速公路及快速公路之車輛，原則上不管制，下交流道車輛，立即疏散避難。

演習除發放警報外，國防部將同步於當日13點30分以「空中威脅告警系統」發送簡訊到演習區域內所有手機行動電話，提醒國人演習相關事項，並在14點發送演習結束的訊息。

為加強宣導民眾熟悉空襲避難地點，請民眾多加利用手機下載使用內政部警政署「警政服務APP-防空疏散避難專區QRcode」及上網「嘉義縣警察局-防空疏散避難專區」，並點選防空疏散避難設施位置Google Map或掃描QRcode查詢就近之防空避難處所。

嘉義縣警察局呼籲，演習期間民眾務必遵守警察、憲兵、民防人員指揮管制疏散避難，若不聽勸導將依民防法第25條規定處以新臺幣3萬元以上15萬元以下罰鍰。軍民聯合防空演習，統合運用軍警及民防團隊參與防空疏散避難演練，係為提高全民敵情意識，熟練防空作為，落實防空設施整備，強化災難防救能力，以降低空襲損害，確保人民生命財產安全，籲請全體民眾支持配合。
