屏東林區管理處於里港辦理首場生態給付說明會 獲得當地農友支持

林務局屏東林區管理處與屏科大鳥類生態研究室合作在111年9月20日於里港鄉「大河長堤創循園區」辦理首場生態服務給付說明會，邀請有意加入友善耕作的農友瞭解方案內容，共有來自里港、鹽埔及高樹等鄉鎮的15位農友及民眾參加，其中有7位農友立即繳交申請表件。且目前已有3位農民已開始於田區設置棲架監測，並於現場表達將不在自己的田區施放鼠藥，同時也支持不使用鼠藥及鳥網等生態給付推行理念。
屏東林區管理處自109年起委託屏東科技大學鳥類生態研究室進行草鴞保育研究計畫，發現在屏東縣的屏東市、九如鄉、里港鄉、高樹鄉及鹽埔鄉等5鄉鎮市，是草鴞重要的生存棲地，也是目前屏東地區推動草鴞生態給付方案的範圍。而此次首波草鴞生態給付說明會，就選在里港鄉開始，特別廣邀在地農友參與，同時於現場也提供繳交表件申辦生態給付的服務，並由屏東科技大學鳥類研究室的洪孝宇博士介紹草鴞生態，及說明生態給付內容。
對於參與草鴞生態給付的農友而言，可申請農地友善獎勵金與棲架監測獎勵金，申請農地友善獎勵若同時符合不用鼠藥、毒餌、獸鋏、非友善防治網與除草劑，最高為每公頃2萬元，且1人可申請多案，所有案件面積總和至多5公頃，而申請棲架監測獎勵金者，若相機確實拍到猛禽，則可請領1.3萬元，但每人僅限申請1案，此外，申請生態給付的農友仍可正常使用適量的農藥防治，僅需符合農藥安全檢出規範即可。
屏東林區管理處表示：「本年首次於屏東縣推動草鴞生態服務給付，契合本處於高屏溪下游流域週邊的國土綠網推動區域，透過對田間生物較為友善的措施，提升農田生態系之生物多樣性，串連起自然保護區外的保育工作，並將現行保育概念推廣至社會大眾，朝向生活、生產、生態三生共好的願景邁進。」
除了屏東縣外，高雄市燕巢、旗山、大樹、橋頭、路竹、岡山及田寮等7個區，也是草鴞生態給付的範圍，有意願加入的農友可洽詢農地所在處的鄉鎮市公所並提出申請，在保全農田棲地生物多樣性的同時，也能請領生態薪水。
