立法院財政委員會台南考察 盼中央地方合作加速交通推動

立法院財政委員會台南考察

立法院財政委員會於今(7)日邀請國發會、交通部與財政部共同考察台南軌道交通計畫推動情形，經聆聽台南市政府說明後，立法院財政委員會及中央各部會均肯定本市交通建設規劃內容，且表示將全力協助本府加速推動交通建設。

台南市長黃偉哲表示，特別感謝立法委員郭國文與中央相關部會對台南交通建設的關心與支持，本市以貫穿大台南的台鐵作為主要公共運輸骨幹，永康鐵路地下化銜接台南市區鐵路地下化計畫，將可改善鐵路對府城、永康地區交通及都市發展的阻隔，加上捷運系統扮演交通運輸路網分支，強化府城、南科及沙崙三核心的交通鏈結，是台南市未來公共運輸系統最為重要的一環，除此之外，改善道路品質及新闢道路來提升本市公路系統的綿密度及舒適度也是市府施政重心，市府團隊將持續按部就班積極推動，加快建設腳步以符合市民期待，逐步提升本市交通服務品質路網，提升交通可靠性、可及性、便利性與競爭力，提供民眾優質、永續的運輸服務。

立法院財政委員會於會中肯定市府積極推動交通建設的努力表示支持，也將全力協助市府向中央爭取加速推動與相關經費，並要求中央各部會應與市府共同推動地方重大交通建設，提供台南市更優質的交通環境。

交通局局長王銘德表示，軌道建設推動過程均已依中央軌道建設相關規定審慎評估，並綜合考量都市發展、運輸需求、財務計畫、工程可行性、環境衝擊及永續經營等各種議題，融合高度專業與民意溝通，提出最適合台南市的建設方案爭取中央支持，目前已將第一期藍線綜合規劃、永康鐵路地下化及藍線延伸線可行性研究提送中央審議中，並啟動深綠線可行性研究與藍延線綜合規劃招標作業，中央與地方共同努力打造台南市軌道運輸路網，進一步完善公共運輸服務。

聆聽台南市政府說明，肯定本市交通建設規劃內容

工務局長蘇金安表示，近年南科臺南園區持續發展帶動就業人口增加，已外溢至曾文溪北地區，為因應南科臺南園區及其周邊地區之產業、經濟與都市的發展需要，工務局遂進行南科臺南園區聯外道路系統之改善建設工作，將為未來的重要施政方針。目前已初步規劃提出「烏橋中路向北跨曾文溪銜接市道173線新闢道路工程」、「南121線溪埔中路拓寬暨新闢道路銜接烏橋中路工程」及「山上工業區直達南科西拉雅大道聯絡道路」。

「烏橋中路向北跨曾文溪銜接市道173線新闢道路工程」完工後，可提供南科與溪北地區直捷連繫路徑，紓解曾文溪北西港、佳里及麻豆等地區與南科間之交通疏運，強化南科及周邊地區聯外運輸便利性，並可進一步紓解西港大橋尖峰壅塞問題，減輕西港大橋交通負荷。而「南121線溪埔中路拓寬暨新闢道路銜接烏橋中路工程」完工後，可減少通過性車流穿越地區聚落，紓解麻豆至南科間交通疏運，提升行車效率與安全性。另「山上工業區直達南科西拉雅大道聯絡道路」完工後，可建構直截南科路廊，提昇對外便捷交通物流網，使聚落發展能與南科結合，加值提升山上工業區整體服務機能與形象。以上道路建設計畫已進一步積極向中央爭取建設經費。
