有鑑於今年初爆發俄烏戰爭，提醒了民眾居安思危，以及防空應變能力的重要，臺南市政府於111年軍民聯合防空（萬安45號）演習中，採取人、車、燈火及音響管制，在警報的施放、人員的疏散，還有物資的發放等作為，過程中擬真的情境，深獲好評且符合戰時景況，參與演習的民眾對於本次演習更是讚譽有加，除民眾給予臺南市政府的肯定之外，臺南市政府亦獲行政院評定為特優單位將獲頒行政院獎狀乙幀。

萬安45號演習經行政院評定績優單位為臺南市、臺北市、高雄市、新北市政府等4個政府單位，臺南市政府平時整備到位充分展現在演練過程中，除採取相關管制疏散作為，亦加入民間單位，確實達到軍民一體，發揮動員和防空意識等元素，跟以前制式的操演有些差別，能獲此殊榮，值得嘉許。
