台南安平因有海洋資源、文化歷史古蹟，每逢假日都會吸引大量觀光客來這裡遊玩，要維持好的市容，讓安平更能蓬勃發展，安平南區台南市議員參選人李啟維建議，健康路3段兩旁人行步道應整體改善以維安全市容觀瞻休閒運動，讓遊客來到府城更能留下美好的回憶！

李啟維議員表示民眾反應健康路3段北邊一些住家前面人行步道，自從五期重劃至今都沒更換，破破爛爛凹凸不平影響安全也不好看，南邊樹蔭底下的人行步道也崎嶇不平宛如騎越野車，李議員之前有向工務局養護科提議，養護科雖然有說明年可改善某部分路段，還是建議能整體改善，畢竟這個路段太重要了。

李議員說健康路3段是法院所在地，也是觀光客進入三鯤鯓漁光島安平必經道路，近來大興土木蓋了不少高樓大廈，加上兩旁樹木林立，宛如一條綠色隧道，如果能把健康路3段2旁人行步道整體改善，不但能讓外來遊客留下美好印象，對市民平常休閒運動也有很大幫助。
