選前在即避免新住民遭賄選 移民署屏東站加強宣導

今年「9合1」選舉已進入最後倒數階段，考量新住民朋友對於臺灣選舉文化較不熟悉，移民署南區事務大隊屏東縣服務站於近日召開「新住民關懷網絡會議」，邀集轄內30多個與新住民工作相關的政府 單位、NGO團體參加，除講解新住民日常生活常見法令外，並邀請屏東地檢署觀護人鄭博介組長講授常見賄選態樣，希望讓與會夥伴學習反賄知識後，能以淺顯易懂方式向新住民宣導，避免新住民因不諳法令及文化差異等因素而誤觸賄選法網。
鄭博介組長表示，賄選手法及花樣日新月異，除了以往現金買票、招待餐飲旅遊及贈送禮物外，近期更有以勞務取代財物的方式，例如候選人出錢免費幫社區大樓消毒清潔、免費替有投票權人擔任會計、律師、建築顧問，或是無償提供工作機會，另外也常見假藉幫助弱勢家庭的名義發放慰問金、高價生活用品，以公益名義贈送樂透彩券、刮刮樂等，或免費提供游泳訓練班、遊樂場門票等，以此利益、人情影響投票意願，這種買票偽裝手法貼近日常生活所需，容易讓新住民朋友在不知不覺中成為賄選對象。
來自印尼的新住民代表小燕說，新住民朋友常參與各項多元文化活動，往往自籌經費購置服裝參加表演，或是遇見弱勢貧困的同鄉友人，會在新住民群組中幫忙籌集物資或金錢，這些熱心行為很容易成為有心人士利用的對象，以贊助服裝經費或提供高額生活用品、物資等方式，影響選舉投票意向，感謝移民署邀請屏東地檢署提供非常清楚的反賄選資訊，讓新住民朋友可以瞭解各種賄選態樣，她也會提醒生活周遭的新住民朋友，千萬不要貪小便宜。
移民署屏東縣服務站主任武淑賢表示，新住民在臺生活會遇到的問題十分多元，往往需要跨機關共同協力合作，才能解決新住民需求，為能落實推動新住民照顧輔導措施，服務站定期舉辦網絡會議，邀請轄內公、私部門共同參與，希望藉由業務交流及經驗分享，提升網絡夥伴服務品質，建構更完善的服務網。另外，服務站非常重視新住民反賄選宣導，日前也結合屏東縣政府東港分局前往臺灣宥青關懷協會，向偏鄉新住民及其家屬宣導，降低民眾誤觸賄選法網的風險，民眾若有發現疑似賄選情事，可撥打檢舉專線0800-024-099，新住民朋友若因語言不通，也可撥打服務站電話08-7661885，將有專人及翻譯人員服務，不僅全程保密，還有檢舉獎金最高新臺幣1,000萬元。
