1800億「還稅於民」 蘇貞昌鬆口規劃「發現金」

行政院長蘇貞昌3日受訪表示，財政部稅收超徵4500億，其中超額徵收中的1800億元部分，行政院長蘇貞昌今早宣布還稅於民，「我們規劃在這個額度跟全民共享，用發現金的方式」，但這要有法源的根據和預算的編列，要經立法院同意，不是私下發紅包。

蘇貞昌表示，全國稅收去年超徵4500億元，其中700億元屬地方、1000億元用於補貼勞健保電價、1000億元分配於強韌經濟，另外1800億元除了預留不時之需外，也規劃振興、全民共享。
財政部官員也表示，若要發現金，經費預算就需要要經過立法院，像是先前發放消費券，就有「振興經濟消費券發放特別條例」。

蘇貞昌也強調，1800億元扣除不時之需後，將用發現金的方式全民共享，但此作法要有法源依據，需要經立法院同意，這是讓全國民眾都能享受經濟成長果實，並要針對中國疫情再起、俄烏戰爭後的通膨等等留有因應的餘裕，不能一次把錢花光。
