台南民政局積極推動生活政策 鼓勵市民樂婚生養

民政局111年除全力執行市府防疫政策外，亦積極推動各項與民眾生活息息相關之民政業務，包括持續推動宗教優質化政策及推廣環保自然葬，結合社造替代役役男專業，發揮所長投入協助區里營造及長照工作，也辦理聯合婚禮並提升生育獎勵金，以鼓勵市民樂婚生養。
持續推動宗教優質化政策
111年度針對廟會遶境活動繼續秉持事前協調、事中勸導、事後獎罰等原則執行，為配合實務運作執行檢討與持續精進廟會優質化政策，於111年9月12日發布實施「臺南市政府輔導廟會遶境活動作業要點」，透過市府團隊之通力合作與協調運作，以加強輔導宗教團體遵守宗教優質化政策及相關法令。
有鑒於燃放傳統鞭炮產生之煙硝、炮灰炮屑，造成空氣及環境汙染問題，民政局購置18台環保鞭炮機，分配予13區公所保管並提供宗教團體借用，111年1~12月借用次數計232次。此外加強向宗教團體宣導推廣使用環保鞭炮機之優點，進而於辦理廟會活動時以環保鞭炮機替代傳統炮竹煙火，以維護市民生活環境與安寧並減少空氣汙染，也配合低碳城市與擴大推展宗教優質化政策。

海葬人數創新高 持續推動綠色殯葬
縣市合併以來，市政府極力推動環保自然葬，前後分別設置大內生命紀念園區及仁德生命紀念園區環保自然葬專區，起用至今已突破6,000位。另民政局為推廣海葬，今(111)年持續提供3位免費船舶服務，詢問度不斷提高，為避免上半年即完成推廣名額，至後續無相關推廣措施，更積極推出第二階段補助方式，補助申請海葬每位亡者新台幣1萬5,000元，並協助辦理殮葬及租用船舶事宜。111年海葬人數上升至25位，顯見推廣成效逐漸為市民所接受。
替代役參與區里營造及長照計畫
透過政府的推動並結合役男專業，實踐由下而上的參與規劃；運用具有建築、景觀、設計及醫學等專長役男，發揮所長投入協助區里營造及長照工作，讓替代役在服役期間發揮長才，為地方社區帶動一鼓良善的動力。111年計有北門、安平、西港、將軍、鹽水、東山、白河、山上等8區公所完成10個計畫的成果發表。

辦理聯合婚禮
111年聯合婚禮於億載金城幸福登場，由臺南市長黃偉哲親自擔任證婚人，為參與的新人們宣讀誓詞，見證50對佳偶們的浪漫愛情果實，民政局精心規劃一系列活動，讓新人們一同走過幸福之門步上紅毯，接受現場觀禮人的滿滿祝福。並貼心準備臺南在地「尚貼心」的紀念禮品致贈予新人，象徵「嫁妝幸福滿滿一牛車」！

生育獎勵金
111年產婦生產第1名新生兒發給生育獎勵金新臺幣6,000元再提高至1萬元，第2名新生兒新臺幣12,000元；第3名、第4名新生兒新臺幣3萬元；第5名以後之新生兒每名新臺幣5萬元。111年受惠產婦計8,870人，合計發出新臺幣1億2,182萬8,000元。
112年1月1日起再提高生育獎勵金發放金額，將產婦生產第1名及第2名新生兒發給生育獎勵金新臺幣1萬元及1萬2,000元，均加碼提高至2萬元。
