想給孩子一個家 移民署擴大自行到案專案助越南準爸爸返國

為協助因疫情而滯留在臺灣之逾期外來人口儘速返國，鼓勵他們出面自行到案，移民署自今年2月1日起至6月30日止，推動「擴大逾期停(居)留外來人口自行到案專案」。南區事務大隊屏東縣專勤隊積極透過網絡社群、新住民生活圈宣傳專案文宣及宣導短片柔性呼喚「回家吧！」鼓勵逾期外來人士把握專案期間儘快投案。
近日移民署南區事務大隊屏東縣服務站即結合屏東縣專勤隊，協助男性越南籍失聯移工阿強(化名)透過專案辦理自行到案，阿強為準爸爸身分，國人女友小翠即將臨盆，低罰鍰不僅減輕小孩出生後的經濟負擔，免管制措施也讓他未來能再來臺探視小孩。
日前阿強透過友人電話諮詢，表示他和小翠的孩子即將出生，為了能給小孩一個完整的家，兩人希望等小翠生產完後就在越南辦理結婚。但礙於自己是失聯移工身分，高額罰鍰和管制措施讓兩人憂心不已。屏東縣服務站人員知悉後，向阿強及其友人詳細解說專案內容，專案期間自行到案者「從寬論處」，採取免收容、繳最低逾期罰鍰新臺幣2,000元，且不管制禁止入國期間等措施。當天下午阿強即由小翠陪同到服務站，由服務站人員協助至屏東縣專勤隊辦理自行到案，看到阿強完成自行到案手續，小翠擔憂的心情終於放鬆下來。小翠說，專案省下的錢不僅能多買幾罐奶粉，未來兩人結婚後，阿強也能依規定再申請來臺，感謝移民署的專案讓她終於能安心待產。
阿強也向服務站人員表示，對於受到同鄉慫恿而逃逸，失聯期間因為害怕被抓只能四處躲藏深感懊悔，沒想到在臺灣不僅遇到真愛，還孕育愛的結晶。因女友為高齡產婦，醫生囑咐要好好休息、定時產檢，但阿強礙於失聯移工身分，每次只能讓女友獨自前往醫院，無法陪伴女友讓阿強深深自責。阿強希望未來能和孩子手牽手一起散步，不願再過躲躲藏藏的生活，他以自身經歷呼籲同鄉，千萬不要逃逸、逾期，也不要有僥倖心理，以免被查獲而追悔莫及。
屏東縣服務站站主任武淑賢表示，目前入出國及移民法部分條文修正草案已送立法院審查，將逾期罰鍰加重為新臺幣3萬元至15萬元，且禁止入國期間最高也將改至10年。希望在臺逾期的外來人口把握機會，儘速於專案期間內至移民署自行到案。
屏東縣專勤隊也呼籲，民眾如有認識在臺逾期停(居)留外來人口，請鼓勵當事人在專案期間內，儘速出面自行到案。若擔心因語言差異而造成溝通不良，本次專案設有免付費諮詢專線0800-024-881，提供多國語言服務，歡迎民眾多加利用。
