台南市刪除外送員服務上限12小時規定 將送政黨協商

台南市議員陳怡珍提案刪除限制外送時數條文（圖＿資料畫面）。
《台南市外送平台業者管理自治條例》去年9月22日發布實施，其中第12條規定「外送員每日累計外送服務期間不得超過12小時」，引發外送員不滿，擔心權益受損。市議員陳怡珍提案刪除限制外送時數條文。
上個月，台南市議會召開外送平台業者管理自治條例修法公聽會，全國外送產業工會蘇柏豪表示：「我們工會的意見其實長期以來都是一致的，我們認為如果設定限制工時，必須要有配套措施才行，必須有基本報酬的設定。目前基本報酬的設定，各地方政府都以與中央法規牴觸為由沒有制定。可是我們還是希望，如果有地方政府願意協助外送員衝一下中央政府，把自治條例制定出來去挑戰中央政府的法規，是不是能對外送員更有幫助？ 」
陽明交通大學法律研究所邱羽凡表示：「我沒辦法直接講說支持或反對 12 小時，因為我們支持的是外送員有尊嚴的勞動生活。縱使中央目前沒有動作，但今天臺南如果能提出最低報酬的保障，或許能夠督促中央針對這件嚴重的事情加以關注，提出合宜保障勞動者的立法。 」
今日，台南市議員陳怡珍於臉書表示，有關台南市外送平台業者管理自治條例中「外送員每日累計外送服務期間不得超過十二小時」的規定，法規委員會決議刪除，將送政黨協商再交付大會。
