【臺南交通大調查—健康路&建平路】沒有行人號誌、機車停等區小 這樣真的妥？

健康路為台南市區主要的東西向幹道之一，東接林森路，西進安平漁光島，交通繁忙，為臺南最為壅塞的路段之一。南北向的建平路始於運河北段，終於運河南段，南接新樂路通往安平工業區。健康路與建平路於南區及安平區邊界交會，路口大車多，車流量大。
此路口有透過號誌進行交通控管，每次號誌亮起都只有單向的車輛可以通行，藉由分流的方式舒緩壅塞，改善用路安全。不過該路口也有許多問題待解決，首先是該路口一個行人號誌都沒有。假設綠燈亮起，行人要從建平路穿越健康路到對面的便利商店，同時健康路右轉建平路的綠燈也是亮起的，所以會有許多右轉車輛通過。由於沒有行人專用號誌，若行人看到綠燈亮起就要穿越馬路的話會非常危險，還會聞到些許從運河飄來的臭味。
機車待轉方面，建平路北向的機車待轉格與斑馬線重疊，造成機車停在斑馬線與行人爭道的怪現象。此外，健康路往東的機車候車格設計狹窄，大概只能容納三輛機車，車流量過大時會造成機車必須往前停至斑馬線上，或是擠壓到右轉車道的空間，增加機車行駛的危險。
安平、南區市議員李啟維曾和交通局來勘查此路，希望能提升用路人安全。李啟維表示，路口的行人環境的確不是很安全，沒有設置行人專用號誌。交通局最近有檢討該路口的設計，希望交通局能好好思考，如何同步改善行人安全以及壅塞問題，讓路口交通更加順暢。
李啟維表示，在議會質詢時會特別關心行人安全狀況，例如車輛和行人空間的衝突造成潛在危險。李啟維強調會繼續推動行人專用號誌以及行人庇護島的設置，希望交通局要視每個路口的個別狀況去改善。最後，議員暖心呼籲用路人要遵守交通規則，降低事故發生機率。
