台南市將於7月25日進行民安9號演習，首次與漢光39號演習及萬安46號演習結合，模擬整個複合式天然災害及導彈攻擊時的應變處置作為。整個演習由45個公私團體共同參與，透過實際操作演練各項災害想定及應變處置作為，以檢討並精進國家面對天然災害或戰爭時的應變能力。

臺南市是全國首次在三大演習串聯登場的縣市，「漢光39號」演習定於7月24日至7月28日舉行，這次結合地方政府及軍、警、民防主導的「民安9號」演習及「萬安46號」演習，旨在驗證臺南市的防災防衛能力。演習將涵蓋避難疏散、民防團隊運作、災民收容救濟站及民生必需品短缺時期配售任務，以確保在戰時或緊急狀況下，國家能有效組織防守及提供民生支援，避免社會動盪。

臺南市長黃偉哲表示，『居安思危』，思則有備，有備無患。不可以心存僥倖，認為敵人不會來，國家安全的信心應建立在隨時準備的基礎上，不可以認為敵人不會進攻而心存僥倖，而應該做好防備，讓敵人無隙可乘。
民政局姜淋煌局長表示，日前國防部公布「全民國防應變手冊」，主要內容以民眾在碰到災難或戰爭時，該如何避難與防衛，以及政府對於緊急事故的應處措施。
透過這次演習，臺南市希望能夠全面檢視防災防衛作為，打造全民一心，確保國家在面對災難或戰爭時能夠有充分的準備與應對能力。
