「千足計畫」提案滿兩年仍盼不到球場 體育署：研提新一期公共建設計畫爭取預算

千足計畫希望中央政府能參考國外社區足球場設置精神，鼓勵設置社區型足球場或複合式使用球場並規劃試辦計劃（圖＿千足計畫臉書）。
前年5月，為提升基層足球人口上升帶動的場地需求，民間團體於公共政策網路平台提出「千足計畫」，希望透過社區型足球場或複合式使用球場的設置，提高民眾足球活動的機會與熱情，加強學校與俱樂部之間的合作，增進基層足球的推廣力度。該提案獲得5043個附議，達到政府機關須正式回應的門檻。

去年5月，千足計畫倡議滿一週年仍無任何進展，立委陳秀寶、莊競程、黃國書夥同聯合發起人焦佳弘以及足球爸媽聯合應援團召開記者會追蹤後續消息。同年八月，體育署終於體育署借鏡德國「FUSSBALL IST ZUKUNFT（千足計畫）」，訂定《五人制、八人制足球場及共用型球場規劃設計參考手冊》，蒐整國內外場地設施規範及認證標準，並繪製參考圖說、編列工程預算、規劃工期等，放置官網供各界參考。
記者昨(16)日發信至體育署長信箱詢問千足計畫後續辦理情形，得到以下回應：
本署於111年7月已完成編制「五人制、八人制足球場及共用型球場規劃設計參考手冊」，並放置官網供各界參考使用，並於111年8月23日邀集中華民國足球協會、五人制足球協會及各縣市政府召開「五人制、八人制足球場及共用型球場設置後續推動研商會議」，決議請縣市政府先盤點轄區內適合場地（包含社區、公園、學校等公有土地），評估設置五人制、八人制專用足球場或共用型球場之可行性，並於同年11月29日函文調查具潛力足球場地，目前除臺中市政府尚未回報調查表外，其餘21縣市共盤點具有設置足球場潛力之社區場地計29處。本署刻正研提新一期公共建設計畫爭取預算，並將其中專用或共用型足球場之新整建納入前開計畫受理申請範疇，俟獲行政院審議通過，即可開放受理各縣市政府申請補助，屆時將優先協助各縣市政府建置社區五人制、八人制專用足球場或共用型足球場，以提供推廣足球運動使用。
