如同疫苗護照的「數位新冠病毒健康證明」於28日上午8時上線；凡在國內接種者，透過3步驟即可下載，中央流行疫情指揮中心指揮官陳時中說，先供出國者使用，未來將在國內特定場所使用。
歐盟執委會於21日宣布我國正式加入「歐盟數位新冠證明」系統；疫情指揮中心宣布，28日上午8時將開放「數位新冠病毒健康證明」供下載使用，網址：https://dvc.mohw.gov.tw）。
指揮中心說明，「歐盟數位新冠證明」系統截至22日已有60國加入，包括27個歐盟會員國、33個非歐盟會員國。
指揮中心也提及，美國也已公開接受旅客持歐盟數位新冠證明供入境查驗，國際航空運輸協會（IATA）的數位新冠證明也與歐盟數位新冠證明互通，故持有此數位證明，國際旅行不限上述的60國。
指揮中心資訊組副組長龐一鳴說明，數位證明提供國內的疫苗接種證明跟PCR檢測結果證明，可以電腦或手機上網辦理，只要確認身分、選擇項目與取得證明3步驟即可完成；未來民眾至歐盟等國，只要出示QR Code證明，就可縮短入境查驗時間。
龐一鳴強調，取得證明後主要以QR Code掃描認證，QR code不論彩色、黑白列印，或存在平板、手機備忘錄中，都可以驗證；若掃碼後顯示綠色或打勾即表示符合該國規定可通行，若不符規定則為紅色或驚嘆號。資料標準亦符合歐盟的最小揭露、資料可攜與可被遺忘原則，加強個資保護。
陳時中說，在確認身分部分需要輸入護照號碼，故現階段先開放出國需求者使用，在國內屬於試辦性質；未來則會視需要，在國內特定場所使用，但目前尚不需要。
龐一鳴說，在醫療院所接種疫苗，從醫院端資料上傳、彙整與資料打包，約有36小時的時間差；另在國外接種者，則無法開立證明。
陳時中和龐一鳴強調，下載數位新冠病毒健康證明不會變成實聯制資料，「不會透露足跡與個資外洩」是最重要的精神。
陳時中提到，此證明是由政府認證，故僅限國內接種者；他並呼籲民眾，雖然28日上午即開放下載，但有需要再申請，不要太心急。
