因應疫情北降南升，嘉義縣為提升4大醫院covid-19確診者緊急院際轉院效率，將補貼緊急院際轉院救護車交通費。另外，縣政府整合勞政、衛生和醫療建立三端合作網絡，首波成功媒合14位照護服務員，提供醫院照護輔助人力，協助4大醫院緩衝護理人力負荷。
疫情南升北降，為掌握整體醫療應變情形，翁章梁縣長每週定期邀集4大醫院院長及防疫專家召開諮詢會議，會中院方提出確診者緊急院際轉院和看護聘僱困難、造成護理人力吃緊兩大問題。
因應確診個案遽增，民眾在4大醫院就醫可能遇到專責病床壅塞情形，為提升轉院效率，降低民眾負擔，縣府將補貼民間救護車車資，每趟2000元，救護車公司不得再向病患收取費用。
針對各醫院看護聘僱困難一事，由於照護工作轉嫁護理人員，造成人力、體力的嚴重負荷，翁縣長指示衛生局和勞青處研商招募照服員，參與照護輔助人力的可行性。

縣府透過職訓中心針對第一波已完訓的照服員進行招募，成功招募14人提供4大醫院連結運用，舒緩護理人力負擔，照服員協助專責病房照顧者，每班8小時補助5000元、12小時7500元。
衛生局長趙紋華指出，為因應大量病患收治，中央疫情指揮中心要求南區29家醫院緊急加開專責病房，嘉義縣長庚與慈濟醫院全面加開專責病床，總數334床，包括專責病房289床、成人加護病房32床和負壓隔離床41床，並規劃兒童加護病房13床，醫療量能為雲嘉嘉南地區最高。
趙紋華說，嘉義縣有800人取得照服員資格，都擁有專業照護素養，只要再加強相關感控及防疫觀念，就能發揮專長，無需過度擔憂。
為鼓勵照服員加入防疫行列，中央提出8小時5000元及12小時7500元的薪資補助配套，衛生局呼籲符合資格的照服員夥伴加入照護行列，一起為守護鄉親的健康努力。
