永康分局旁藝術品代表作『羌』
為了推動城市特色景觀，北揚建設公司董事長洪德勝主動請協力廠商幫助台南市警察局永康分局駐地綠美化工程及員警攔查毒品犯罪因追捕過程員警受傷，鄭姓軍人主動協助警方逮捕犯嫌之義舉事件，永康警分局於今（１７）日上午利用聯合會議對地區企業與民眾之善舉義行，舉辦頒贈感謝狀感謝他們的協助與支持，展現這永保安康的地區因為有他們而更有溫度與美。

永康在早期稱之為「埔羌頭」，羌是鹿的一種，體積較小，羌的音同於槍，也是執法人員、鴿子則視為和平，團結，聖潔的象徵，執法人員維持公共秩序，保護社會安全，迎曦是羌與鴿的趣味性結合，是執法與守護和平的概念結合。

長期經營都市建設與開發之北揚建設公司董事長洪德勝於曾行經永康分局機關駐地發現周遭樹木成長茂密，不但影響機關外觀形象，更會造成民眾周遭通行安全，加上考量進入颱風之季節，遂主動提出協助修剪周邊樹木與花草，讓機關周遭環境換然一新，更讓原本被樹木遮蔽之機關旁藝術品代表作『羌』有如破繭而出，讓機關整體更為一亮，尤其臺南市政府警察局永康分局駐地位於臺南市立圖書總館文化特區內，比鄰總圖書館閱之森公園，讓民眾更能感受東橋、總圖之美。
北揚建設洪董事長表示，警察平日忙於執行各項勤務，時常處於高壓的氛圍，尤其是在人口最多地區之永康分局，若能讓員警有個能夠良好紓壓的工作環境，對員警身心健康亦是正面的幫助，此透過企業之專業來協助是一大美事。

另一樁地區之美就是前些日子員警攔查毒品犯罪案件因追捕過程員警受傷，而鄭姓軍人主動協助警方逮捕犯嫌之義舉，特地利用該集會活動中表揚，來感謝此件警民合作之成功個案，會中鄭姓軍人也表達『只要看到民眾遇害或警察需要，都一定會跳出來協助，這是自己的使命感』，展現出永康地區最美的地方。
分局長甘炎民表示，此次感謝北揚建設洪董事長協助分局廳舍周邊環境樹木修剪，對於冬季東北季風來臨時能多一分準備，讓原有公共裝置藝術整理後，也成為路口一道亮麗的風景，另對永康地區民眾見義勇為之熱心表達感謝。感謝各界對警察的支持，有你們作為最堅強的後盾，相信定能在治安維護及交通順暢上努力前行不懈。
