守護台南龍崎國寶級泥岩自然地景 環團與立委提掩埋場退場機制

龍崎區因惡地形獨特景觀而聞名（陳永和臉書）。
位於台南龍崎的歐欣掩埋場2003年通過環評，但因預定地擁有世界級的泥岩地景，20年來陷入開發衝突，環評案至今尚未廢止。對此，時代力量立委陳椒華昨（21）日在院會臨時提案要求廢止歐欣掩埋場環評。
陳椒華表示，台灣水資源保育聯盟、台灣蠻野心足生態協會以及台南社區大學都指出，歐欣掩埋場的場址內，近幾年已出現風化嚴重、地質變形劇烈、污染水資源的問題，甚至有崩毀的疑慮。陳椒華請環保署、經濟部、農委會等單位確實查核近日環保團體所提出的新事證。
陳椒華表示：「雖無法透過《環評法》退場，但《行政程序法》123條中的第4與第5款，可作為歐欣掩埋場的退場機制。因歐欣掩埋場和一旁的自然保留區與地質公園的保育目的完全不相容。因此，我請行政院盡速成立跨部會小組，基於地質崩塌的風險、保護淺山生態方舟與維護世界遺產的完整性，以維護公共利益 為由，來廢止歐欣掩埋場歷次環評審查結論。」
陳椒華強調，龍崎有著地質與生態的珍貴地景、稀有的惡泥岩地，蔡英文總統2019年承諾要保護這裡，經濟部也已廢止歐欣掩埋場興辦事業計畫。希望行政機關能有效解決問題，保護珍貴龍崎地貌。
水資源保育聯盟於臉書表示，政府一直欺騙人民說掩埋場不做了，但沒告訴大家的是法律上只要他的環評沒有廢止撤案，就是依然有效，所以龍崎掩埋場案還沒結束，不要出賣台灣土地。
長期關注此議題的龍崎區牛埔里前里長陳永和於臉書抒發不滿：「請問我們的政府，這種地方你們真的忍心讓他成為有毒有害的掩埋場嗎？再問中央的民意代表及市府官員們，這裡不納入西拉雅風景區難道你們都沒有意見嗎？在此很誠懇的呼籲你們不要再玩弄老百姓了。」
