海洋產業發展條例三讀通過 亞果遊艇搶先投資佈局

「海洋基本法」2019年11月20日公布施行，明定政府兩年內應制定海洋保育法、海域管理法和海洋產業發展條例草案（俗稱海洋三法）。立法院院會上週（26）日三讀通過「海洋產業發展條例」，條文明定，政府應寬列推動海洋產業預算，鼓勵並補助國民從事海洋活動，並對海洋事業給予適當之輔導、協助、獎勵或補助。
提案說明指出，為打造生態、安全及繁榮之優質海洋國家，蓬勃發展之海洋產業具有不可取代之重要性。海洋產業具有複合性特色，且與國民生活息息相關，實有必要制定具整合規範效力之專法，以達成政策統合及事務協調之效，進而達到打造優質海洋產業發展環境，並兼顧環境永續使用之目的。為促成海洋產業穩健發展，培植國內人才及產業鏈，提升海洋產業之競爭力，也須結合政府政策工具與財稅及金融制度，並增加挹注海洋發展基金財源，使政府能有更靈活之經費運用於推動海洋產業發展。

日前，亞果遊艇總經理唐玉書更說台灣海洋休憩產業還是藍海市場，潛力無窮。若以每萬人10艘遊艇為目標，台灣將會有23,000艘遊艇，以每艘平均NT2,000萬售價計算，光產值就有NT4,600億元。再加上每年衍生出超過NT460億元的維運費用，可以帶動的上、中、下游產業周邊效益。台灣整個海洋休憩產業鏈的產值上看兆元，應該有機會獲選為下一個台灣兩兆雙星的重點項目，值得政府重視。
