根據中央氣象局的資料，杜蘇芮颱風在今（27）日對台南的影響將逐漸增強。台南市長黃偉哲在防颱整備會議中，呼籲市民朋友必須密切留意颱風動態，對於容易淹水潛勢地區的住戶，如有需要沙包或防水擋板，應盡快向當地區公所領取，落實自主防災的措施，保護自己和家人的安全。

黃市長進一步指出，台南因地勢平坦，全國低窪易淹水地區有三分之一在台南，面對颱風的來臨，我們必須更加嚴謹地做好防備，增加防禦力度，以減少災害的發生。
民政局長姜淋煌表示，針對中颱杜蘇芮的來襲，他們已經嚴格督導各區公所進行防颱準備工作。無論是沙包與防水擋板等防災工具的備置，還是淹水潛勢區域與颱風動向的掌握，各區公所都已經做足了準備。

據統計，台南市各區備有的沙包總數達95,500包，防水擋板數量3,300片。至目前為止，各區已領取的沙包數量約有9,200包，而預置及借出的防水擋板數量1,600片。這些數據清楚顯示，台南市民已經對防颱防災工作有了深入的認識，並且與公部門密切配合，共同維護家園的安全。
