飼主狠心棄2犬在家逾月 嘉義縣家畜所重罰11萬

嘉義縣家畜疾病防治所去年5月接獲民眾通報於中埔鄉和興村某民宅飼主已一個多月沒回家，獨留2犬隻自生自滅，期間全靠鄰居投餵存活，經家畜所派員會同警方與房東救出犬隻，所幸犬隻健康狀況良好。

家畜所針對該飼主未對所飼養犬隻完成絕育、寵物登記與施打狂犬病疫苗等情事，依違反動物保護法與動物傳染病防治條例等規定開罰8萬3千元，另該名飼主經家畜所多次約談仍避不見面，再依動保法加罰棄養3萬，裁罰累計達11萬3千元。

家畜所表示，本案為去年5月民眾通報案件，通報民眾表示社區某出租民宅飼養2犬隻，常因飼主不在家導致犬隻因饑餓吠叫，這次該飼主更長達1個多月沒回家，鄰居不忍心犬隻挨餓，便由門外投食並通報嘉義縣動物緊急救援專線。

經家畜所追查，發現該民宅為由林姓民眾所承租且超過1個月未回租屋處，並經多次通知應立即改善仍避不見面，家畜所會同警方與房東開門而入，租屋處環境非常髒亂且散發惡臭，2犬隻則由家畜所依危難動物帶回安置，現場民眾紛紛痛批該房客惡劣行徑，所幸經獸醫師檢查僅有皮膚病與些微脫水，健康狀況尚良好。

依動保法規定，未為寵物完成絕育者可開罰5萬至15萬，未完成寵物登記者可開罰3千至1.5萬，未完成狂犬病預防注射者則可依動傳條例開罰3萬至15萬，本案經查林姓民眾未依前述規定完成飼主責任，且經多次通知仍不作為，再依動保法加罰棄養3萬，裁罰累計達11萬3千元；所幸該犬隻經熱心民眾協助才未發生憾事，呼籲飼主應善盡飼主責任，以免受罰。

家畜所說明，為救助危難動物，縣府成立24小時動物緊急救援專線(0932-525-995)，每年約接獲400件通報案件，救助動物不計其數，設置專線立意良善，但發現很多民眾會濫用公務資源，例如自已撞傷犬隻卻不自行送醫，自家飼養犬貓生病即棄養，或是根本不想看到犬貓就謊報動物受傷要管制人員帶走等，近來也發現外縣市民眾撥打此專線頻率愈來越高，甚至接獲來自花蓮民眾的求救電話，讓家畜所人員哭笑不得。
