下營夜市５／１復業！ 攤商組新自治會重新開張

台南下營夜市日前爆發管委會與攤商的收費糾紛，竟有黑衣人當場翻桌、還對擺攤的火鍋阿伯動手，影片被PO上網後引發軒然大波，網紅連千毅還找施暴的黑衣人上直播道歉，市府、警方也介入處理，最後重組管委會，成員幾乎都由攤商組成，一改之前層層剝削的收費陋習，僅酌收交管及清潔費，在歇業2個禮拜後，將在5月1日復業，當地民眾得知消息都很高興，高呼「下營又有夜市啦！」

事情起因於民眾在逛下營夜市時，看到一起衝突事件，錄影PO網，指出「逛夜市看到少年仔欺負老阿伯，還說要收保護費，警察都沒在維護治安嗎？」影片中的阿伯向黑衣人說了句「這是道路地耶！」下一秒就被掀桌，他想要收拾又被黑衣人勒脖，場面混亂，後來才有人上前勸架制止。
黑衣人是下營夜市管委會張姓工作人員，他對周姓攤商動手，被警方依恐嚇、妨害自由等四條罪嫌送辦，後來他還上連千毅直播，90度鞠躬向社會大眾及攤商致歉，但他迄今仍未找火鍋阿伯談和解，周姓阿伯則覺得做生意賺錢最重要，其他的不要想太多。

下營夜市雖一度暫停營業，但在這起暴力掀桌案後，反而可說是「重生」，在下營區公所、麻豆警分局、環保局、市場處等單位關切與輔導下，原先由當地人士或地方勢力主導的管委會退場，將由實際設攤的業者自決。

據了解，下營夜市已經有30多年歷史，但始終未合法申請，也沒有組織化，攤位收費的標準紊亂，都是部分人說了算，而且讓位還要收權利金，有層層剝削的疑慮，再加上這幾年疫情影響，生意不好做，攤商等於「被剝多次皮」，有怨不敢言。
之前的自治會向攤商收取年費2000元，道路管理費也從每攤80元升級為每格80元，以火鍋阿伯為例，攤位占地約8格，每次擺攤得付640元，另外自治會收了50元清潔費，攤商還得自己將垃圾帶走，讓業者大嘆「吃人夠夠」。

經過各單位共同開會討論後，未來的下營夜市自治會由攤商組成，將分成3區管理，入會費500元僅收取一次，一個攤位就是70元，用來分攤清潔費、交通管制等成本，並向市場處申請合法轉型，合法化後稅收就依各攤商的實際使用道路長度來分攤，至於未占用道路的專區則無須支付稅收。
目前自治會決定下營夜市5月1日復業，除維持原本的路邊設攤模式，下營上帝廟也願意提供土地做為夜市專區，未來夜市規模有機會達到百攤以上。
