出火地質景觀公園動工，周春米:終結三不管亂象

屏東縣恆春出火由於天然氣從泥岩層中的縫隙竄出地面，因此形成點火後燃燒不熄的出火特別景觀，一直是觀光客到恆春必遊的重要景點之一。但由於出火鄰近國軍三軍聯訓基地的陸地實彈射擊訓練場，因此其所座落的土地，過去皆是由國防部管轄，衍生許多安全疑慮。在多年的協調折衝下，前曰出火地質景觀公園正式動土，出火管理亂象終有解。

周春米表示，過去該些土地由國防部進行管轄。然而，國防部並無觀光方面的專業人力進行管理，託管給縣府後法規也相當模糊，所以導致從停車場通往景觀區的木棧道已經年久失修，凹凸不平。但由於實戰射擊訓練場周遭限建的問題，始終無法做整修，觀光客與周邊攤販也罔顧安全疑慮直接踏入火源進行烹煮與燃放鞭炮等活動，十分危險卻無法可管。

而經過屏東縣政府的爭取與周春米居中協調下，國防部總算與屏東縣政府於2020年達成共識，並於去年完成相關撥用程序。周春米對此則說，出火地質景觀公園動土，是當地觀光的重要一步，出火總算擺脫三不管亂象，居民與觀光客的安全保障升級。未來地質公園內還將有水舞區，水火共生的特殊景觀；以及斯卡羅特歷史展區等，正是恆春半島的特色寫照。

周春米說，過去軍方委託由縣府管理的模式，縣府雖然努力配合，但因缺乏法源依據，對於這些亂象僅能以社維法或是消防安全法規做處理，可以說心有餘而力不足。現在由縣政府依程序接管訂管理辦法，對於出火的發展以及管理維護一定是正面的幫助。屏東縣這幾年力推觀光，恆春有獨特的海景與地質景觀，相信在這樣的努下未來可以吸引更多國內外旅客造訪屏東。
