部分民眾與外籍移工騎乘拼裝微型電動二輪車，速度遠超過法定的25公里速限，頻頻肇事，危及用路人安全。立法院今年4月已三讀通過，規定微型電動二輪車應經審驗合格、懸掛牌照，並投保強制汽車責任險，相關罰則將在10月上路。台南市警察局在新法執行前空窗期，率全國之先，加強取締拼裝微型電動二輪車，一經查獲，直接沒入，請民眾勿心存僥倖。
電動車有這麼多種，什麼是拼裝微型電動二輪車？台南市警察局表示，依據道路交通管理處罰條例第69條，「微型電動二輪車」是指經型式審驗合格，以「電力」為主，最大行駛速率在每小時25公里以下，且車重不含電池在40公斤以下或車重含電池在60公斤以下的二輪車輛。

台南市警察局表示，微型電動二輪車如「未經審驗合格」或是「含電池車重60公斤以上」則視同拼裝車，將以道交條例第12條1項2款舉發並沒入；如微型電動二輪車行車時速超過27.5km，則屬於改裝車，以道交條例第72條之1（超速）及第72條第2項（改裝車）舉發。
台南市警局指出，部分店家為了牟利，以化整為零方式進口大陸製不良零組件，拼裝後以低價販售給外籍移工或民眾，這類拼裝車不僅沒有安全保障，時速甚至還能破百；根據市警局近3年統計資料，台南市微型電動二輪車交通事故中，外籍人士佔四分之一以上。

台南市警局指出，立法院已於今年4月三讀通過，規定微型電動二輪車應經審驗合格、懸掛牌照，並投保強制汽車責任險，相關罰則將在10月上路。警方目前已加強火車站、工業區路段拼裝車稽查，針對沒有審驗合格的微型電動二輪車，依道路交通管理處罰條例第12條第1項第2款沒入拼裝車；從今年6月14日執行至今，總計查扣沒入拼裝微型電動二輪車計63輛，另外改變電子控制設備40輛（未包含在沒入車輛內）。

為有效降低外籍人士微型電動二輪車交通事故，市警局除針對擅自改裝、未戴安全帽及酒後駕車加強查緝，警局外事科還設計中、英語及越語、泰語、印尼語等5種語言文宣，向轄內外籍移工、仲介及雇主等宣導使用；文宣列舉常見的違規態樣提醒騎乘微型電動二輪車應遵守「三不三要」(三不：不酒駕、不使用手機、不改裝車輛；三要：要戴安全帽、要登記掛牌、要投保強制責任險)，保護自己也保護他人，共同維護交通安全。
