嘉義縣環保局日前接獲民眾陳情指稱番路鄉、中埔鄉及阿里山鄉等偏僻產業道路邊坡，疑似遭外來車輛載運垃圾非法傾倒，環保局發揮柯南精神從垃圾中循線找到行為人，依法開罰並勒令清除，避免污染下游曾文水庫水源。
嘉義縣環保局指出，6月中接獲番路鄉草山村台三線山谷邊坡，遭棄置2堆一般垃圾及裝潢廢木材通報，環保局會同嘉義林管處、番路鄉公所及地主現場勘查，初步依現場的廢棄物研判來源，不放棄任何「垃圾線索」，並向警察局中埔鄉分局調閱鄰近路口監視器。

經過層層追查，最終確認行為人，依違反廢棄物清理法相關規定，最高可處24,000元，並要求限期清除完成。環保局並要求地主善盡土地管理之責，嘉義林管處、森林警察隊及鄉公所將不定期派員加強巡查轄管區域。
環保局長張根穆表示，嘉義縣山林景色豐富，不容被少數不法人士隨意傾倒垃圾而破壞，呼籲非法犯罪集團及民眾勿心存僥倖，以身試法，環保局已運用智慧科技儀器，由被動稽查轉為主動防範環保犯罪行為，強化證據力，並透過檢、警、調聯盟機制，不管平日或假日，打擊不法犯罪決不鬆懈。
