攔阻海外求職詐騙祭重賞！ 台南市長黃偉哲：每擋1人獎金2萬元

柬埔寨詐騙案持續引發民眾關注，台灣民眾被騙往當地成了「豬仔」，南市從7月10日到8月17日止受理疑似人口販運案共33件，33人中有3人已救援回台，台南市政府即日起全方位攔阻海外求職詐騙，市長黃偉哲18日偕同警察局、教育局、觀旅局宣布相關計畫，更祭出重賞，旅行社業者若發現可疑對象買機票、辦護照，協助過濾並向警方通報，及時攔阻可疑對象出境，「每擋1人獎金2萬元。」

記者會上也安排從柬埔寨脫身的李姓少年現身說法，詐騙集團找上他，還誆騙他母親是去澎湖工作一星期，沒想到最後竟是去柬埔寨，一下機就被人接走集中管理，還要查看手機，他拒絕後竟被對方持椅子、凳子狂打，又持電擊棒電擊，打到頭部流血，隨後又連續轉賣給2間公司從事詐騙，聽說要被送往泰國，決定與同伴趁隙逃跑，直到泰國邊境才獲救，淘金夢碎，也結束一場驚魂記。
南市警察局長方仰寧指出，詐騙手法都是以「高薪、免宿招待」等手法引誘被害人，遭詐騙的多為相對弱勢，現在請第一線旅行業者協助配合，針對首次辦護照、年齡介於16到30歲、出國目的講不清楚，機票錢由他人代繳等，列為高危險族群，加強阻攔通報，多管齊下保護台南市民鄉親。

台南市長黃偉哲還舉電影「即刻救援」為例，表示在異國把人救回來難度很高，預防行為比偵查作為更重要，目前南市結合224家旅行社針對「只買單程票」、「代辦介於16歲到30歲護照」、「無工作者」、「不知為何出國者」等情形，通報警方到場了解，也藉此宣導並啟動全方位攔阻海外求職詐騙，打擊柬埔寨人蛇。
黃偉哲提到，受害者不管是出於自願或被騙，都一定要買機票，如果因為年紀很輕，由別人幫他付錢，希望旅行社幫忙過濾，機票照賣、私下通報警政系統，只要在出發前、未離開國境就被攔查並破獲集團，南市祭出每人2萬元獎金，希望有效降低、減少犯罪。
