台南靶場新址編預算竟排除專業 議員質詢痛批不問專業自己爽

市議員蔡筱薇直批體育局長不應該換了位置就換了腦袋（圖＿台南市議會直播）。
台南市飛靶射擊場遷場進度延宕，舊址因為水利局竹溪工程被迫關場，影響選手訓練權益。市議員蔡筱薇昨(12)日質詢體育局長陳良乾時，痛批體育局在籌備新靶場時未納入專業射擊人士的意見「預算自己編自己開心自己爽」。在沒有場地訓練的情況下，選手必須去柳營的私人場地受訓，出事誰負責？蔡筱薇希望陳良乾要更加關心地方體育發展，不要等到得獎才來蹭熱度。
2021年台南市射擊委員會時與水利局、體育局（時為體育處）曾有共識，決定將靶場遷移至關廟森林公園，闢建競賽級射擊場，並通過相關審核。兩年過去，設置進度停留在送出書面水土保持計畫，遲遲沒有後續消息。

蔡筱薇表示，體育局在未洽詢射擊委員會的情況下，5月25日先是編列「關廟戶外射擊場」預算達1.2億元。蔡筱薇接著質疑，為何體育局在6月8日又再度開會檢討，將預算變成2.4億元，整整多出一倍。蔡筱薇痛批局長「預算自己編自己開心自己爽」沒有納入專業人士的意見。
蔡筱薇強調，為顧及槍枝彈藥放置地點以及選手訓練權益，要求體育局要成立「關廟戶外射擊場」專責小組，除了顧問公司、工程單位以及體育局之外，必須納入中華民國射擊委員會和台南市射擊委員會等專業單位，參照相關法規、設置條件、靶場位置等等，確保場地符合國際級標準，保障選手權益，讓選手得以無後顧之憂訓練。
