海安路海產店佔地為王 民眾坐在人行道上大啖美食

海安路知名海產店佔用人行道營業（圖＿截自翻轉大台南交通違規2.0）。
近日，有網友向翻轉大台南交通違規2.0 舉報，台南海安路二段某知名海產店在人行道上擺滿桌子，大辣辣地佔地營業。據了解，該店家為在地老字號的海產店，用餐時間經常人滿為患，排隊人潮時常蔓延至人行道外，加上店家佔用大半人行道擺滿桌椅，並用圍欄隔開空間。路過的行人面對突然縮減的人行道，只能搖頭嘆氣。
店家在人行道擺了好幾桌供客人用餐（圖＿截自翻轉大台南交通違規2.0）。
台南市人行道設置露天座管理辦法第八條明定，不得設置固定路障、廣告物、攤櫃或未經主管機關許可之設施物，以及不得烹煮或為其他污染地面之行為。根據網友提供的影片，可以清楚看見店家將烹煮器具架設在人行道上。記者寄信詢問市政府工務局相關事宜，目前尚未收到回覆。
根據道路交通管理處罰條例第 82 條，未經許可在道路擺設攤位，除責令行為人即時停止並消除障礙外，可處行為人或其雇主新臺幣一千二百元以上二千四百元以下罰鍰。今年五月議員陳怡珍指出，目前全台人行道普及率達43.86%，台南市僅39.05%，是6都最低，行人權益相當低落。
排隊人潮佔滿人行道，要通過的行人必須左閃右閃（圖＿截自翻轉大台南交通違規2.0）。
