借牌開藥局卻請素人配藥 高雄藥師夫妻10年詐領健保費逾6000萬

許姓女藥師在高雄開了4間藥局，她和丈夫各掛名一個藥局的負責人，另兩間藥局則是借名掛牌，許女從2008年起，除了聘請未具藥師身分的員工幫患者調配藥劑，還把患者拿來領藥的處方箋當「禮券」使用，兌換其他藥品或商品，檢調查出她10年至少A走健保費6118萬，偵結後將許女等7人讓詐欺罪起訴。

檢方指出，許女指示藥局員工，如果有持有慢性病處方箋的患者來拿藥時，患者若沒有服藥需求，可以用申報「藥費」點數7折核算，讓患者換購藥局內陳列的成藥或其他商品，員工再把兌換商品紀錄在內部系統登錄為「禮券」，把處方箋所載藥品上傳到健保署網站，10年向健保署A走347萬餘元。
由於聘顧專業藥師費用較高，借牌只要每月花1萬5千元的借牌費，許女聘雇沒有藥師資格的員工當藥師，由員工替病患調劑藥物，再向健保署署詐領藥費及藥事服務費，許女實際經營的4間藥局用此手法，在10年內共A走5771萬元。
檢調獲報進行調查後，陸續傳喚許女和員工等多人到案，其中一名被她借牌的田姓藥師坦承犯行，並積極與健保署協調，雙方達成和解後，檢方認定田男犯後有悔意，健保署也同意放他一馬，檢方讓他獲緩起訴處分，但除了和解條件外，另須賠償健保署220萬餘元，並參加法治教育課程6場次。
而許女等人因犯後態度不佳，檢方算出她名下的四間藥局共A走6118萬餘元，偵結後依詐欺罪將許女和她丈夫、員工共7人起訴。
