公益彩券行竟成洗錢犯罪水房 南警淨化選前治安查獲涉案金額達28億元

台南市警察局執行選前「全國查緝不法金流暨同步掃蕩賭博專案行動」，在9月5日到15日同步查緝地下匯兌、洗錢水房並掃蕩賭博，以避免成為洗錢管道、影響年底選舉，查獲涉案總金額共計28億多元，其中1家彩券行涉及網路賭博，又利用人頭帳戶匯兌賭資，洗錢金額高達23億4千餘萬元。

台南市刑大統計，專案期間南市查緝地下匯兌3件3人，查扣現金70萬元、匯兌金額達2億1千萬餘元；洗錢水房有2件50人，涉案金額達23億9千萬餘元；另外還有各類賭博案計48件192人，查扣現金431萬餘元，不法賭資2億7千萬餘元。
據了解，南市刑大偵三隊偵辦以黃姓嫌犯為首的詐欺集團，以網路經營水房模式，替賭博網站及詐欺集團從事轉帳洗錢工作，現場金庫查扣現金404萬餘元等物，清查之洗錢金額5千萬餘元。

另外，南市第一警分局則查獲以合法公益彩券行為表面偽裝，私下卻媒介不特定顧客加入網站賭博財物，又透過人頭公司帳戶以第三方支付方式，中介業者匯兌賭資予賭客，光是這處詐欺水房，洗錢金額高達23億4千萬餘元，相當驚人。

台南市刑大大隊長林宏昇指出，年底選舉將屆，為加強防制境外資金介入國內選舉，並針對詐欺及海外人蛇集團利用地下管道或洗錢移轉犯罪所得，警方將持續查緝阻斷不法金流，同時強力掃蕩賭博犯罪，以端正選風、淨化選前治安。
